Imphal, July 16 2012: DGP Y Joykumar has instructed all police officers to be extra careful while collecting reports for compilation of FIRs in order to find out the facts and circumstances of the cases correctly.

The DGP was speaking at the inaugural session of a Special Training Programme for Investigating Officers at 1st MR banquet hall today.

The training programme which would continue till July 28 is being participated by around 70 police officers.

Stating that investigation is the most important work for a police officer, the DGP conceded that the police department could not perform to their full potential as many police officers are occupied in re-arresting accused who were arrested earlier but released on bail.

Saying that many police officers have certain weaknesses at the time of preparing FIRs, Joykumar asserted that Investigation Officers must have thorough knowledge about different sections mentioned in the statute book which are relevant to the particular cases they are handling.

There should be no room for any flaw or error during investigation.

If a particular case happens to be a blind case, the IO should consult with other police officers, the DGP advised.

For instance, IO should collect detailed information about the colour, shape and model of 9 mm pistol if the same weapon was involved in any case, and it should be kept sealed, Joykumar explained.

The IOs should collect the statements of accused in the most elaborate manner and the follow-up statement should be equally thorough, the DGP added.

The inaugural session was also attended by ADGP MK Das and ADGP (Int) V Zathang.
