CM launches four portals

Imphal, April 16 2026:
Chief Minister Y Khemchand today launched four digital platforms at the Cabinet Hall of the Chief Minister's Secretariat.
The platforms developed by the Department of Information Technology are aimed at improving governance and service delivery in the State.
The four portals launched today are Centralised RTI State Portal, e-Seba Manipur, Explore Manipur and the AI-enabled Scheme Finder.
These initiatives reflect the Government's commitment to leveraging digital technologies for transparency, efficiency and citizen-centric governance, said a statement issued by the Chief Minister's Secretariat.
The Centralised RTI State Portal will enable citizens to file and track RTI applications online.
The portal has been developed in line with the Supreme Court's direction dated March 20, 2024 to operationalise online RTI systems.
The portal will strengthen transparency and accountability across all departments.
A total of 287 departments and administrative units have been integrated and 266 Public Information Officers have already been onboarded.
e-Seba Manipur is a next-generation service delivery platform being developed to provide seamless and secure access to government services.
It is built upon the earlier e-services platform, which delivered 35 services across districts and recorded over 34 lakh transactions.
Key services from the Revenue Department and Employment Exchange, including certificates such as domicile, income, SC, ST and OBC, as well as employment-related services, have been integrated.
The platform will ensure both online and assisted access, especially for citizens in remote areas.
Explore Manipur is a digital platform designed to help people discover and experience the State.
It offers smart search, interactive maps and detailed information on tourism, religious sites, markets, transport and Government services.
The platform will support smart tourism and improve access to information for both citizens and visitors.
The AI-enabled Scheme Finder will help citizens easily identify Government schemes relevant to the needs of the user.
It analyses user inputs and recommends suitable Central and State schemes.
The initiative aligns with the broader vision of Digital India and AI for All, and will improve awareness while ensuring that eligible beneficiaries can access Government support.
These initiatives reflect the Government's continued focus on using technology for better governance, improved service delivery and citizen empowerment, it said.
The launching programme was also attended by Home Minister Konthoujam Govindas; Chief Secretary Dr Puneet Kumar Goel; Additional Chief Secretary Anurag Bajpai; State Chief Information Commissioner (CIC) K Radhashyam Singh; Commissioner to the Chief Minister, N Ashok Kumar; Secretary IT, Somorjit Salam and other officials from the Department of Information Technology.
