Imphal, September 05 2026:
Welcoming the notification issued by the Ministry of Home Affairs today on deferring census operations in Manipur, the 14 CSOs Kangleipak has claimed that the notification is the first step to updating the
NRC .
Speaking to media persons at the Khoyathong office of KSA this evening, 14 CSOs Kangleipak convenor Shanta Nahakpam asserted that their position to get the NRC updated with 1951 as the base year remains steadfast.
To get another notification issued to the effect that census exercise is withheld until the NRC is updated, both political pursuit and public pressure are required, he said.
More pressure must be exerted to persuade the Central Government to issue an order to the effect that the NRC will be updated with 1951 as the base year as follow-up to the gazette notification "...in all States and Union territories in India (except the State of Manipur till further declaration)" issued today, Shanta Nahakpam said.
He remarked that it is not yet clear whether the notification issued today means the census has been deferred till the process of updating the census is completed or something else.
The 14 CSOs Kangleipak is organising a seminar on September 7 at Hotel Imphal, he said before inviting CSOs and community leaders to join the seminar and study the notification "....except the State of Manipur till further declaration" collectively.
How the common wish of updating the NRC shall be pursued hereafter and all available documents relevant to updating the NRC with 1951 as the base year shall be studied collectively at the seminar, he said.
He also appealed to all people to bring documents deemed necessary or relevant to updating the NRC with 1951 as the base year to the seminar, if they are in possession of any such document.
He added that the seminar is open to one all and all.
