Imphal, July 01 2015 : Setting up of necessary infrastructure for establishment of a police station in Dzuko valley has begun, Dy CM Gaikhangam stated in the State Assembly today.

Chief Minister O Ibobi, who is also in-charge of Finance Dept tabled demands amounting to Rs 1062,05,80,000 for Police, Rs 3,07,75,000 for Vigilance, Rs 10,48,00,000 for Fire Protection and Control, Rs 16,40,22,000 for Jail, Rs 10,65,06,000 for Home Guards and Rs 1,55,97,000 for Rehabilitation for approval in the Assembly today.

Raising a policy cut, Opposition MLAs Dr I Ibohalbi, L Ibomcha and K Shyam said that the police are not able to maintain good relations with the public.

The State Intelligence is a failure and the State cannot formulate promotion policy for the police, MR and IRB.

The State cannot ensure successful installation and uninterrupted functioning of CCTVs in Imphal.

The police have also failed to conduct investigation and frame charge sheets on time, they added.

Pointing out other short comings, the MLAs said that the allowance of the VDF personnel has not been increased for long and added that the State is also unable to set up a police station at Dzuko valley.

This has eroded the morale of the police personnel there.

Taking part in the discussion, Gaikhangam, who is also in-charge of Home Dept said police, as a law enforcing agency, are playing an integral role in providing security to the people.

Regarding the reports of indiscipline in the rank and file of the police, Gaikhangam said advices are given to the police from time to time.

The State Police Dept lacks modernised infrastructures.

However, the personnel are carrying out their duties and responsibilities smartly and intelligently, the Dy CM said.

He also said that with the enhancement of the police-public relations, the number of complaints and reports to the police have increased markedly.

The Dy CM also said that the number of charge-sheets has increased as investigation work of the police has improved during the past few years.

The police are working under a certain promotion policy.

E-tender process for repairing dysfunctional CCTV cameras installed in Imphal and extensive installation of such cameras is undergoing, Gaikhangam said.

There is a concrete decision of the State Govt for the setting up of a police station in Dzuko valley, said Gaikhangam and added that setting up of infrastructure has also begun.

There are more than 10,000 VDF personnel against the Home Ministry approval of 1500.The personnel are given monthly remuneration of Rs 4000 with the efforts of the State Govt.The State Govt is considering ways to increase the remuneration of the VDF personnel.

Regarding the rising case of vehicle theft in highly secured Khwairamband area, SIs and ASIs concerned are instructed that the responsibilities of such theft in their area of duty would be fixed on them, Gaikhangam added.

All the demands tabled today were passed by the House unanimously after the members withdrew the policy cuts.
