Implement 'Act' effectively: Street vendors to Govt

On International Hawker Day today, the Road Side Vendors' Welfare Association has submitted a memorandum to 6hief Minister N Biren Singh urging him to effectively implement the Street Ven-dors Protection of Livelihood and Regulation of Street Vending Act 2014.The Act came into force in 2014 but even after 10 years, it has not been implemented in Manipur, said the association.
Highlighting the vendors' plights, the association said the State Government, while it claims to be a Government of the poor and the common people, has done injustice to them.
The Modi Government often takes credit for providing loans from Nationalised banks to 78 lakh street vendors across the country under the Pradhan Mantri SVANidhi Yojana.
The PM and the Union Home Minister often talk about street vendors in election campaigns.
But the street vendors law has not been implemented in Manipur, it said.
The memorandum submitted to the Chief Minister urged the State Government to implement the Street Vendors Protection of Livelihood and Regulation of Street Vending Act 2014 immediately.
However, it added, until the Act comes into force, the provisions of Section 3 (3) of the Act should be enforced, and no action should be taken against street vendors.
The memorandum also stated that the circular issued by the Ministry of Housing and Urban Affairs, Government of Indiaon June 6, 2019 should be implemented.
As directed by the Ministry of Housing and Urban Affairs, a temporary TVC (Town Vending Committee) should be set up.
The State Government should propose a scheme under Section 38 of the Street Vendors Act and a final plan should be drafted after consultation with each City Vendor Committee, said the association in the memorandum.
It added it is anticipating proactive action from the Government.
