MHRC team visits rehabilitation centre

Imphal, June 16 2025:
A team of Manipur Human Rights Commission (MHRC) led by its Member, K Khagendra inspected Anouba Etinfam, a drug de-addiction cum rehabilitation centre at Narankonjil Makha Leikai in Imphal West district today.
The MHRC inspection came after an inmate, identified as Sanasam Jackson (26) was found hanging inside the centre on June 11 afternoon.
Jackson was the son of Late Inao of Thoubal Haokha.
During the visit today, the MHRC team, comprising its Law Officer W Basantakumar and Under Secretary Md Ziar Rahman, inspected the infrastructure and facilities available at the centre and verified relevant documents.
The team spoke with the staff and inmates and enquired about the incident and conditions at the centre.
Speaking to reporters after the inspection, MHRC Member K Khagendra said that the family members have raised suspicion of foul play over the death of the inmate at the centre.
The inmate was found hanging inside the centre, and the family members have not yet claimed the remains, he said.
The truth of file incident will be revealed by the investigation.
Human lives are precious and the Commission's duty is to protect and preserve the dignity and rights of every person, he said.
The role of a rehabilitation centre in bringing drug users to the mainstream is huge.
Such centres must take every step to avoid such unwanted incidents in the future, Khagendra said.
As per the guidelines of the National Human Rights Commission, a Magisterial inquiry is compulsory for custodial deaths.
As such, the Investigating Officer has been advised to take up necessary steps in the case, Khagendra added.
