Imphal, October 15 2013: A 23-year-old differently abled woman of Kangabam Tangkham Awang Leikai under Heingang Police Station was allegedly raped by a married man from her locality.

Police have arrested the rapist who has been ostracised by the locality.

Taking the advantage of finding no one else at home and the noise of celebration of 'Panthoibi latpa' (ritual), Laishram Joykumar (41) s/o Laishram Tomba of Kanga-bam Tangkham Awang Leikai entered the house on October 11 and raped the mentally challenged woman who also could not walk properly by herself.

Speaking to media persons, mother of the rape victim said that Joykumar hails originally from Khabam and has been staying for around 20 years at his mother's parental home located at the same locality with her.

He had came to the locality after staying at Khundrakpam.

"The rapist has been shifting from one place to another as he had been committing such crimes", the mother alleged and claimed that Joykumar had once tried to commit sexual offence on her too.

She added that Joykumar is working as a teacher at Shining School, Pangei.

It was on October 12, the next day of the incident that the rape was ascertained when the victim was brought at RIMS and medical examination done.

A public meeting was conducted on October 13 at the locality and decided to outcast the rapist from the locality.

Joykumar was arrested by Heingang police on October 14 and is presently in the police custody.

The mother also expressed desire to bring out justice and even award death penalty to the culprit who raped her differently abled daughter.

The victim and her family were met today by representatives of Relief Centre for the Welfare of Differently Abled Person and Manipur Disable Women Organisation along with media persons.

Strongly condemning the rape, General Secretary of Manipur Disable Women Organisation, Sunita said a memorandum will be submitted to the Chief Minister to award befitting punishment to the culprit.

She also warned to agitate along with civil society organisations until the rapist is punished.
