Imphal, June 10 2021: Chief Judicial Magistrate Imphal East today remanded Oliver Moirangthem (27) of Khurai Lamlong Bazar to judicial custody.

Oliver, an associate of Kangujam Karnajit, was arrested for alleged fraudulence, cheating and other crimes in the name of the International Youth Committee.

The Court also allowed formal arrest of Oliver for another case registered against him at Porompat Police Station.

Oliver Moirangthem (27), s/o Jilangamba of Khurai Lamlong Bazar was produced before the Chief Judicial Magistrate Imphal East through video conferencing after the completion of police custody.

The defence counsel of the accused filed a remand objection and prayed for releasing him on bail.

The IO of the case through APP submitted that the complainant of the case, Prajesh Khanal Deuma, had on February 26 sent a letter to Embassy of India regarding the fraud and breach of trust by an Indian NGO.

The letter was then forwarded to the Ministry of External Affairs (Northern Division), DGP Manipur and Porompat police station.

The letter mentioned that the complainant is a young Nepalese student working on child rights and environmental issues and has been recognized as "Golcal's 20 under 20" in 2017 and currently engaged as a member of the International Youth and UN Environment Programme.

The IO submitted that during the course of interrogation, Oliver Moirangthem revealed that he, in collusion with Kangujam Karnajit, collected around Rs 32 lakh from different persons from Nepal, Bangladesh, Bhutan, Myanmar, Tanzania, Azerbaijan, Cambodia, Malaysia, Nigeria, Afghanistan etc.

The accused further revealed that self acclaimed IYC chairman K Karnajit sent Rs 2,87,000 in his account for working in Manipur for IYC.

According to the IO, Oliver Moirangthem also revealed that on May 13, 2021 K Karnajit and one Sahil Kaushal of Nobel Citizen Foundation New Delhi (a non profit organization) contacted him to provide oxygen concentrators to people of Manipur afflicted by COVID-19 .

32 oxygen concentrators from Delhi were received on different dates but two with technical problems were returned to the Nobel Citizen Foundation, the IO said and added that 30 oxygen concentrators were all distributed to different beneficiaries after verifying their COVID-19 report and doctor prescriptions.

The accused also revealed that, on May 30, he received 80 B type oxygen cylinders from Nobel Citizen Foundation for donating to Chief Minister COVID-19 Relief Fund but kept all the cylinders at his Khurai Lamlong Bazar residence for selling it to interested customers, the IO claimed.

The IO submitted that the main accused K Karnajit was formally arrested in connection with the permission of the Court in June in connection with the case and he currently is in police custody.

Saying that K Karnajit had also admitted to the charges levelled against him, the IO prayed for remanding Oliver Moirangthem to judicial custody for further investigation of the case.

The Court on perusal of case record and after hearing the submission of IO remanded him to judicial custody till June 24.In the meantime, the IO of Porompat police station prayed for formal arrest of Oliver Moirangthem in connection with the oxygen concentrator related case.
