Imphal, March 09 2011: ''The Assembly session has been made a mockery'', an angry Chief Minister O Ibobi Singh has stated when one of the clerks came inside to hand over a note while the question and answer session of the Assembly was in progress.

In the incident took placed while the Chief Minister was replying to a question raised by MLA of Tamei A/C Awangbow Newmai on rural electrification under Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) in Tamei and Tousem sub-division as the Power Minister was not present in the House.

Angry over the interruption, the Chief Minister retorted such instances of handing over notes has made the Assembly proceeding a mockery and observed that Assembly Secretary should ensure that such incidents do not occur.

Accordingly, Speaker I Hemochandra gave necessary directives to the Assembly Secretary for not disturbing the proceeding of the house and added categorically that today's incident should be the last.Furthermore, the Speaker directed that the Chief Secretary also issued necessary directives to ensure that all the officials concerned be present during the discussion and Budget and Governor's address for taking down notes of the relevant points and submit an action taken report to the Assembly again.

Continuing his reply to the question raised by MLA Awangbow Newmai, the Chief Minister informed the House that the contract works for electrification under RGGVY in Tamei and Tousem sub-division have been given to two companies.

The Orissa based M/s Utkal Galvanizers Limited would be taking up the work of HT, LT line, DT and BPL connection while the DT metering would be taken up by M/s Quivive Electricals, Faridabad.

In response to another question raised by MLA N Mangi of CPI, Health Minister L Jayantakumar informed the House that proposal has been included in the State Project Implementation Plan for construction of the buildings of Primary Health Centres at Sandangkhong and Pombikhok under National Rural Health Mission next financial year.

Responding to a question of MLA of Andro A/C Th Shyamkumar, Family Welfare Minister N Loken said that out of 168 Anganwadi Centres in Andro Assembly Constituency, the building for 52 centres have been constructed and building for another 11 centres are nearing completion.
