Imphal, August 07 2026: In a significant stride towards digitalization of management of land resources, the State's Land Resource Department today launched eight online portals and one mobile application.

The online portals and the mobile application were launched at a function held at MSFDS, Palace Compound with Chief Minister Yumnam Khemchand as the chief guest.

Speaking at the function, the Chief Minister said that his Government formed on February 4, 2026 is not a 'normal' Government.

With myriad issues plaguing the State, no one can say anything about what will unfold in the State and when, he said.

The Ministers have little time to monitor the departments of which they are in charge as they are always preoccupied with the myriad issues besetting the State, the Chief Minister said.

Easing official processes and ensuring people's welfare is the wish of the Government, Khemchand said before lauding the Land Resources Department for its efforts to preserve land records in a very efficient and transparent manner.

Home Minister Govindas Konthoujam said that the Land Resources Department's initiative is a big step towards bringing about transparent governance.

The eight online portals namely; Permission for Registration Portal, Change of Land Use Portal, Allotment of Land Portal, Land Acquisition Portal, GIS-based Management of Villages Portal, State Digital Gateway, Revenue Court Case Management System and Online Payment of Land Revenue through Loucha Pathap, were developed in collaboration with the National Informatics Centre (NIC), Manipur, NIC Delhi and Globizs Web Solutions Pvt Ltd .

Permission for Registration Portal enables citizens to apply for a sales permit online, upload documents, and track applications through a single digital workflow connecting the different offices of Deputy Commissioner, Superintendent of Police, Sub- Divisional Officer, Sub-Deputy Collector, Secre- tariat, and Sub-Registrar.

Change of Land Use Portal allows citizens to apply for conversion or diversion of land, upload documents, pay fees, and track progress online, with the Land Resources Department and MARSAC working on one platform.

Allotment of Land Portal enables online submission and tracking of land allotment applications, processed by the Deputy Commissioners or Directorate of Settlement and Land Records and their subordinate authorities through a streamlined system.

Land Acquisition Portal allows every stage of land acquisition cases to be tracked online, ensuring transparency for affected landowners.

GIS-based Management of Villages Portal uses modern mapping technology to accurately record and update village information including recognition and location, coordinating the SDO, AC/ADC, DC, Forest Department, and Autonomous District Councils on one platform.

Single Digital Gateway (https://www.elandmanipur.mn.gov.in/) brings all Land Resources Department services, along with the existing Loucha Pathap and NGDRS systems, onto one address, accessible at any time.

Revenue Court Case Management System (RCCMS) enables online filing and tracking of revenue Court cases, hearing dates, case status, and orders, reducing the need for repeated visits to SDC/ASSO, SDO/SSO, or DC/DSLR offices.

Online Payment of Land Revenue through Loucha Pathap allows land revenue to be paid online for every computerised village through net banking, debit or credit cards, and other digital modes.

Alongside the portals, the department also launched the 'LR Manipur' mobile application, available on the Google Play Store and Apple App Store, which allows citizens to access Change of Land Use, Land Allotment, Permission for Registration etc.

through a single login with real-time updates on the go.

It will also provide access to other services such as NGDRS, eSeba Manipur, and Loucha Pathap.

Art and Culture Minister Khuraijam Loken, Home Minister Konthoujam Govindas, officers of the Land Resources Department including Deputy Commissioners, Sub-Divisional Officers, Sub Deputy Collectors; representatives of the National Informatics Centre (NIC) and Globizs Web Solutions Pvt Ltd attended the function.
