Even though the Justice Rajkhowa panel has given 14 days' time for filing affidavits pertaining to the M Naobi and Lungthulien cases, no individual or parties have furnished the same before the panel so far.
The Ibobi Singh Government set up the judicial inquiry panels with the retired High Court Judge as the chairman to probe into facts and circumstances leading to the alleged sexual assault on Maibam Naobi Chanu by Thoubal police commandos and into allegations of mass rape of Hmar women by cadres of non-tribal armed groups at the interior area of Churachandpur district.
The inquiry commissions had on March 21 issued public notices on both the incidents calling upon interested parties and individuals to submit their written affidavits within 14 days.
Since then 12 days have passed but not a single paper concerning the two incidents have been submitted before the panels, official sources in the two Commissions informed The Sangai Express today.
The panel offices have also not been intimated for submitting such affidavits at a later date, the sources said, adding that another notification extending the deadline might be issued after the expiry of the 14-day stipulation by the chairman, who is currently out of the State.
Justice Rajkhowa assumed the office of the twin Commissions formally on March 21 but left Imphal the next day.
He might be arriving here on April 2 or 3 as the 14-day deadline of the public notification expires on April 3, the source said.
The Apunba Lup, currently spearheading public protests against excesses of police commandos, has already spelt out that it has no faith at all on any inquiries instituted by the State Government saying that no perpetrator have been ever punished in consonance with earlier recommendations made by such panels.
