Imphal, June 02 2024:
Terming as extremely unfortunate alleged attempt to absorb programme officer (Right to Education) and assistant programme officer (right to education) to Grade II & III post of Manipur Education Service (MES) against the guidelines, Kangleipak Students' Association (KSA) secretary HRD Toijam Ranakumar Meitei has stated that the process cannot be implemented.
Addressing the media at their Khoyathong office on Sunday with regard to the addition of PO (RTE) & APO (RTE) as duty posts; Ranakumar said that the appointment of any person who has not completed BEd, has 10 years of teaching experience as regular government teacher and not appeared for the three tier MPSC exam, to MES Grade I & II level is in violation of under Manipur Education Services Rule, 2012.He recounted that in 2010-12, around 26 candidates were contracted under MSA and RMS as district project manager, assistant state co-ordinator, state co-ordinator and assistant district project manager, and later, regularised as PO (RTE) & APO (RTE) in 2016.However, the High Court of Manipur quashed the same, stating that the absorption of the same into MES is against the rules.
As such, it is extremely unfortunate to see the addition of PO (RTE) & APO (RTE) in duty post of MES 2012 despite the court order, while further amending the rules, he remarked.
Ranakumar continued that the word "regular'' was removed in the new amendment to allow contract workers join MES without fulfilling the criteria of having 10 years of regular service, as required for MES Grade II.
Thus, the new MES guideline, modified for the interests of some people, cannot be implemented, he contended, and urged authority concerned to look into the matter before it snowballs into a state issue.
If the "wrong" guideline is adhered to, then the students' body is prepared to launch various protests alongside the people, he cautioned.
