To meet the deadline set for exterminating the insurgency, certain covert programmes gradually came to light which were previously obscured behind the facade of officially declared overt initiatives, the RPF president continued.

Bharat's schemes such as "Look East Policy" evolved into "Act East Policy" and "North East as the Gateway of India" were brought forth by the Bharat Government for the Vision 2022 .

Every year, the Government of India and the Indian military leaders issued announcements claiming that insurgency no longer existed.

"After BJP assumed power there is no insurgency in the North East, insurgency is history", this narrative became their most favoured propaganda at the time.

Throughout this period, the tasks of "counter-insurgency operations" grew into a lucrative industry for the alleged colonial rulers, their henchmen and their armed forces, MM Ngouba said.

He said that the alleged colonial rulers, making use of its armed forces, cleared the forest across the hills of Manipur and launched a large-scale poppy planting campaign to combat the revolutionary groups.

This campaign will also be remembered in the annals of history.

After failing their objective to wipe out the insurgents by the end of 2022, the enemy launched plan B in 2023 .

This was the "Zero Infiltration" operation, a decade-long campaign, read the statement issued by the RPF president.

Along with the proxy armed groups it raised, the Government of India stoked inter-ethnic hostilities to spark clashes between communities and directed these forces to launch repeated attacks against co-inhabiting ethnic groups, it said.

At this juncture, the proxy armed groups shielded by the Indian armed forces were allowed to wreak havoc without restraint and this stood as the enemy's most effective strategy, it said.

"Our people were compelled to become refugees in their own land, the wailing of grieving mothers echoed everywhere, Manipur was transformed into a slaughter ground, a charnel-house for its inhabitants", read the statement.

The Government of India's layered stages and campaign against the people's liberation movement make it clear that the people's suffering is not a natural phenomenon, but the result of deliberate and intentional actions by the alleged colonial masters and its soldiers.

It is an enemy of a kind that can instigate the people to fight among themselves and then watch the scene like vultures and scavengers, it said.

"It is true that all brethren, irrespective of differing communities, will face a far worse situation if we allow the enemy to carry out its wishes without any struggle against it.

The enemy may not succeed in achieving its objective, but we should be prepared for the outcome and fallout from its course of action", MM Ngouba continued.

Even if the enemy has already fixed its 2029 objective, and though its tactics and methods may assume many forms, it remains beyond dispute that the people are fully capable of confronting every measure it may deploy, he asserted.

Ngouba cited the 2025 Gwaltabi incident.

Having recognized that its narrative was faltering and that the standing of its proxies was deteriorating, the enemy in the form of 4th Mahar Regiment fabricated the incident as a deliberate provocation.

The enemy's plan was to incite the Meiteis, stoke open hostilities between them and the Nagas, and exploit this dynamic to turn the Nagas against the revolutionary groups in the border region.

Underlying this manoeuvre were two objectives; to tarnish the Meitei's image by casting it as the provocateur, and to extricate its proxies from their dire predicament by weakening the revolutionary groups, read the RPF president's statement.

It said that the enemy's plot was foiled by the unyielding vigilance of the people.

Having run out of options, the enemy was forced to deploy its armed proxies and ordered them to attack the Nagas, it said.

The present land swap controversy unfolding along the border is no mere coincidence; it is a calculated manoeuvre perpetrated by the Government of India.

They are fostering an atmosphere of shock in the public mind by resorting to insults, demonstrating that "our land" is in their grasp, and that even low-ranking officials and soldiers may act as they please.

This forms part of their psychological warfare, it said.

"We have become refugees in our own homeland; and should we fail to remain vigilant, the enemy may engineer conditions that force us to abandon our homeland entirely", read the statement.

It asserted that there is no basis for the enemy's 2029 agenda to succeed; it is destined to fail.

"We must never allow our bond of unity to be broken.

The consequences of strategic miscalculation are catastrophic.

The cost may prove far too great for any Nation, large or small.

History has demonstrated that military force cannot resolve popular independence movements", it said.

The malevolent schemes and colonial-era mindset of the Government of India will inevitably bring about its own downfall.

The sole path towards peace and prosperity for Bharat lies in abandoning this strategy and immediately ending its genocidal proxy war, the RPF president concluded.
