Committee demands delimitation, ADC polls

Imphal, September 23 2025:
The Demand Committee on Creation of ADCs (DCCADCs) has submitted a memorandum to Governor Ajay Kumar Bhalla demanding constitution of delimitation commission and ADC polls.
The memorandum reminded the Governor that on December 8, 2016, the then Government created seven new districts, five in the hills - Kangpokpi, Tengnoupal, Kamjong, Pherzawl and Noney, and two in the valley-Kakching and Jiribam.
Subsequently on March 27, 2021, the State Cabinet took a decision for creation of Autonomous District Councils of the four newly created hill districts of Kamjong, Noney, Tengnoupal and Pherzawl.
However, a proper delimitation exercise and elections of the ADCs are still pending, it said.
Citing various Court rulings, the DCCADCs then urged the Governor to constitute a delimitation commission or a sub-committee as per the law for the 10 Autonomous District Councils in the State and conduct their elections after due completion of the delimitation exercises.
The delimitation exercise and the conduct of the pending elections will help safeguard grassroots level democracy in Manipur, it said.
