KCP asks non-local companies not to apply for new projects

Imphal, February 16 2026: The proscribed KCP has asked all non-local construction companies not to apply for, bid for, or seek participation in any new development project in Kangleipak.

Any Government department, authority, or agency entertaining such bids shall be deemed complicit in the economic exploitation of the people and shall be held accountable by the masses, the outfit said in a statement issued by its Secretary, Information and Public Relations Department, M Punsiba Meitei.

Non-local companies currently operating in Kangleipak should ensure that not less than 75% of all non-specialised and non-engineering workers are recruited strictly from the local population, and not less than 35% of specialised and skilled workers are recruited from among qualified locals, wherever such skills exist.

Violation of these norms shall be treated as deliberate economic sabotage, the outfit said.

All wages and salaries of workers must be paid only through bank accounts.

Where workers do not possess bank accounts, companies must ensure account opening within two months.

Cash payments, wage manipulation, or coercive practices will not be tolerated, it said.

The outfit asserted that every worker-without exception-must be covered under life and accident insurance and the full cost shall be borne by the company.

Any attempt to shift the burden onto workers will invite consequences, it added.

It said that Rs 20 lakh should be paid to the family of any worker who dies during project execution.

Rs 1 lakh to Rs 10 lakh should be paid in cases of injury, depending on severity.

Failure to honour this obligation will be considered an act of criminal exploitation, it said.

The outfit warned that in case any senior official or representative of a non-local company is found engaging in immoral conduct, cultural disrespect, exploitation, or anti-social activities, the company will be expelled from Kangleipak.

In such cases, no apology will suffice nor will there be any second chance, it said.

The outfit has also asked all local individuals, groups, or companies that have provided land, buildings, machinery, or other assets to non-local firms not to enter into any new rent agreement or lease, or extension of an existing rent agreement or lease.

"It is further directed that they shall submit copies of their agreements to Comrade Pamel Yumnamcha, Secretary, Home Affairs Department of the Kangleipak Communist Party within two months from the date hereof.

Those who enable exploitation by renting out local resources to non-local entities without ensuring compliance with these directives shall be treated as collaborators", it said.

Saying that there should be only one association of contractors in Manipur for the sake of the State's long-term development goals, the outfit appealed to all contractors to resolve their differences through compromise in the larger interests of Kangleipak if there are differences among them.

Asserting that development that excludes the indigenous people is not development but occupation by economic means, the outfit has asked all non-local companies unwilling to respect the people, land, and labour of Kangleipak are advised to leave immediately.
