Imphal, September 11 2014:
Rather than working sincerely to address the popular demand for enforcement of Inner Line Permit System in Manipur, the Congress Government has jeopardised the career of lakhs of students by closing all educational institutions as a pre-emptive measure, asserted BJP State unit president Th Chaoba.
Speaking to media persons at their Nityaipat Chuthek office here today, Chaoba observed that people took the onus of identifying non-local people after the State Government failed to enact a legislation which can effectively address the issue of ILPS.
This has resulted in tumultuous situation.
If Manipur police conduct a house to house survey for identification of non-locals residing under jurisdiction of different police stations and publish a white paper, public unrest can be ameliorated to some extent.
The 60 MLAs of the State need to convene a special session of the Manipur Legislative Assembly in order to enact an appropriate legislation for protection of indigenous people from the onslaught of incessant influx, Chaoba asserted.
Chief Minister O Ibobi should not violate the right to education of the students of Manipur by shutting down educational institutions or by compelling young students to join the mass movement for ILPS.
Shutting down educational institutions indefinitely is akin to jeopardising the career of lakhs of students.
Noting that the UNC called off the highway bandh at the intervention of the Government of India, Chaoba stated that the State Government's habit of addressing public issues only when there is public uproar or violent protest is contemptible.
There is no Central instruction on deployment of commandos in Ukhrul.
Whereas the Chief Minister claimed that additional security forces were withdrawn from Ukhrul as the law and order situation improved considerably, one Congress MLA claimed that the State Government has no other option but to deploy additional forces in Ukhrul, Chaoba observed.
Asking whether the ambush on security forces who were returning from Ukhrul was any indication of the improving law and order situation, Chaoba reaffirmed BJP's position to safeguard the territorial integrity of Manipur under any circumstances.
