HC nullifies appointment

The Single Bench of the Manipur High Court has set aside the February 3, 2025, order by Kumbi MLA Sanasam Premchandra, who is also the secretary of the governing body of Kumbi College, appointing one L Gopal Singh as Principal of Kumbi College The Court directed the governing body to initiate the appointment of a Principal on a regular basis according to the 1974 rules.
Until then, the eligible senior-most faculty member can be appointed as the in-charge Principal following relevant rules.
The judgment came in response to a writ petition filed by Kumbi College, represented by its Chairman Moirangthem Mangi, challenging Premchandra's order appointing Gopal Singh as Principal.
In order to avoid any difficulty in the functioning of the college and applying 'the principles of prospective overruling', the normal administrative and academic decisions already taken by Gopal Singh are deemed to be done by a duly appointed Principal, except the notification dated July 3, 2025 for recruitment of staff, which had already been stayed on July 8, 2025, the Court observed and ruled that the appointment of teaching and non-teaching staff may be initiated by a duly appointed Principal either on in-charge or on regular basis.
