Chief secretary moots Meeteilol in filing FIR

Chief secretary Dr Vineet Joshi has mooted the need to introduce Meeteilol (language), which is the lingua franca of the state, in filing FIRs as such a step would facilitate the people better communicate their complaints and grievances.
He also urged all concerned to ensure that the widely used language is used while communicating with them so as to avoid common misinterpretation.
Speaking at a seminar-cum training programme of master trainers on three new criminal laws conducted by Law and Legislative Affairs Department, on Thursday at Hotel Imphal, North AOC, here, the chief secretary pointed out the three new laws, namely, Bharatiya Nyaya Sanhita, 2023; Bharatiya Nagarik Suraksha Sanhita, 2023; and Bharatiya Sakshya Adhiniyam, 2023, coming into effect from July 1, were enacted by the Parliament to replace the archaic laws framed by the then British government.
Calling enactment of laws as big change for a new India as the government is endeavouring to ensure justice to all its citizens, Dr Vineet stated that renaming of the Indian Penal Code (IPC) or 'Bharatiya Dand Sanhita' introduced during the colonial period to 'Bharatiya Nyaya Sanhita' has been done with the primary focus on ensuring justice rather than awarding punishment.
He also explained that the new laws should not be construed as renaming the old ones but to align with Indian criminal justice system.
The chief secretary also stressed the critical role of mainstream as well as social media in disseminating information on the three new criminal laws to the public and urged the stakeholders concerned to take extra initiatives in ensuring that only the right and correct information reach each and every individual in the state.
Taking part in the programme, Director General of Police, Rajiv Singh highlighted the significance of the three new criminal laws stating that they would bring major changes in the Indian criminal justice system.
He appealed to the public for their support and cooperation in ensuring effective implementation of the system.
In the technical session of the seminar, advocate Ch Momon presented a paper on the three new criminal laws with special emphasis on 'Bharatiya Nagarik Suraksha Sanhita, 2023', Kh Nobin on the new criminal laws, its perspective, roles, function and responsibilities of stakeholders, etc., and a power point presentation by deputy secretary (Law) Suzane Thingbaijam.
The event was also attended by Manipur Judicial Academy director and High Court of Manipur former judge Kh Nobin Singh, Commissioner (Law) Nungshitombi Athokpam, lawyers and police officials.
