MP Bimol Akoijam criticises re-imposition of AFSPA

In a strong reaction shared on social media platforms, Lok Sabha MP Dr Angomcha Bimol Akoijam expressed deep concern over the Union government's decision to re-impose the Armed Forces (Special Powers) Act (AFSPA) in parts of the state.
Dr Bimol highlighted that this is the first instance where the Central government has directly imposed AFSPA in Manipur.
He noted that prior impositions were processed out by the state government itself.
This decision, he argued, sets a historical precedent and underscores a shift in the dynamics of power between the state and Central authorities.
"This latest imposition makes history," he remarked, emphasising that past instances of AFSPA enforcement by the Central authorities were executed discreetly and through constitutionally questionable means.
"The last few cases of impositions were carried out rather surreptitiously and/or extra-constitutionally," Dr Bimol stated, referring to past announcements made publicly by the union home minister before any formal notification from the state government.
He pointed out that the current imposition by the Union government has stripped away any ambiguity, openly displaying Central control over the state's security measures.
The MP expressed concern over the impheations of such dual authority, describing it as unique to Manipur and indicative of unclear jurisdiction in managing the state's law and order.
He added, "Now Manipur has the unique distinction of having separate areas under AFSPA imposed by different authorities - some by the state government and some by the Union government!" .
According to Dr Bimol, the stated purpose of this re-imposition, as detailed in the gazetted notification from the Ministry of Home Affairs dated November 14, is to enable "well-coordinated operations by the security forces" aimed at maintaining security and curbing insurgent activities.
However, he questioned the efficacy of such measures, pointing out that the state's existing "Unified Headquarters," led by security advisor Kuldiep Singh and comprising various security agencies, had failed to curb violence over the past year and a half.
"Despite that, the violence has resulted in villages being wiped out, thousands rendered homeless, and hundreds killed," he stated.
He referenced the extensive violence in areas like Moreh and Churachandpur, already under AFSPA, arguing that the law had failed to prevent mass destruction and displacement.
Dr Bimol stressed that what Manipur truly needs is not the re-imposition of "this draconian Act" but genuine political will and sincerity in addressing the root causes of the crisis.
He emphasised that peace and normalcy cannot be achieved through AFSPA alone, calling for transparent policies and strong political resolve.
"Far more than this draconian Act, and foggy and muddled deals with armed groups, a sincere and political will is required to restore normalcy in the state," he concluded, urging for a renewed focus on meaningful, peaceful solutions over militaristic approaches.
