Imphal, July 21 2021: A one-day online legal awareness programme/webinar on "Criminalization of drug users: a threat to health and social development" for Chandel and Tengnoupal districts was organised by District Legal Services Authority, Chandel on Wednesday.

The programme was attended by judicial officers, PLVs, panel lawyers, NGOs, community and church leaders.

DLSA Chandel secretary Lamkholal Kipgen delivered the welcome speech while District and Sessions Judge, Imphal West cum chairman, DLSA Chandel A Guneshwar delivered the keynote address, stating that the programme would help the public in differentiating drug users and drug traffickers.

Speaking as a resource person, CONE president RK Nalinikanta urged for treating drug users as humans instead of criminals, while stressing that the judiciary should be able to distinguish who are the true traffickers.

During the programme, discussions were held on addressing the shortages faced by rehabilitation centres and also on the need for forming a committee under NALSA scheme along with improving the relation between DLSA Chandel and CONE.
