JAC highlights delay in salary, pension payment

The Joint Administrative Council (JAC) of All Manipur Trade Unions' Council (AMTUC) and All Manipur Government Employees' Organisation (AMGEO) has expressed concern over the frequent delay in disbursement of salary and pensionary benefits to Government employees.
In a release, the JAC stated that Government employees and pensioners rely on timely salary and pension payments for their livelihoods.
Delays in these payments can create financial instability and disrupt their lives.
"On May 12, some employees and pensioners received their salary and pension for the month of April 2025 .
After that nobody was paid their monthly salary and pension till May 15", it claimed.
The JAC claimed that in this regard, they contacted the respective Treasury Officer about the matter.
The Officer informed them that the NIC had to do the clearing.
On enquiry, the NIC replied that the giant computer of the Reserve Bank of India, Mumbai is not working, thereby the remaining salary and pension is not disbursed to the respective accounts of the employees and pensioners.
The JAC also claimed that after asking the Reserve Bank of India, Imphal about the problem, it was found that there was no problem at the Reserve Bank of India, Mumbai and Guwahati.
The problem was due to the alleged negligence on the part of the officials of the NIC.
It was found that all the Government payments have been executed by E-Kuber, which is a core banking solution and an electronic platform used by the Reserve Bank of India for Government payments.
Whenever some problem occurs on the computer of the NIC, they have to enquire about the matter on the E-Kuber system or the Reserve Bank of India, Imphal to solve the problem.
The JAC also alleged that instead of asking or visiting, the officials of the NIC remained silent, which is the root cause of non-payment of monthly salary and pension on time to the employees and pensioners.
The JAC further pointed out that in the case of Assam, the problem was solved within 3 hours by the Government of Assam on May 12 .
