NSCN bans work orders below approved rates

Imphal, April 11 2025:
The NSCN has submitted a representation to the chief engineer of Manipur Public Works Department (PWD) urging the department not to issue work orders below the approved Schedule of Rates (SOR) for the construction of rigid pavement with thin white topping in Ukhrul and Kamjong district headquarters roads.
The armed organisation stated that issuing work orders at rates lower than the approved SOR undermines both quality and transparency in development project's.Citing a directive from the competent authority of the Government of the People's Republic of Nagalim (GPRN), NSCN stated that no recommendation should be made for tenders quoted below the actual tendered rate within 'Nagalim'.
NSCN also referred to an earlier directive dated October 25, 2024, which warned contractors and firms against bidding below schedule rates to secure work orders.
The directive, issued following the Joint Council Meeting resolution held on October 1, 2024, stated that such practices led to substandard construction as firms often compensate for lower bids by compromising quality.
The NSCN called for strict instructions to be issued to authorities concerned to ensure compliance with the approved rates and uphold transparency and standards in execution of public works in Naga areas.
