Thoubal bar body details administrative gaps

Thoubal District Bar Association has called on the government and relevant authorities to urgently address alleged multiple administrative shortcomings affecting the people of the state in general and Thoubal denizens in particular.
Speaking to media persons at the Manipur Press Club, here, on Wednesday, Association president Kh Arunkumar Singh outlined a series of unresolved issues hampering public services and legal procedures in the district.
According to the president, land survey process in Thoubal district is underway at 22-Kiyam Siphai, 28-Thoubal Achouba, 32-Athokpam, 33-Khangabok, 45-Langathel, 46-Phundrei, 132-Purna Heitupokpi, 15-Haoreibi, 14-Laiphrakpam and 13-Atoukhong villages.
While relevant records have been brought to Thoubal, the absence of a permanent Assistant Survey and Settlement officer is causing inordinate delays, pointed out Arunkumar, while appealing for immediate appointment of officials concerned to facilitate smooth operations.
He also highlighted absence of a permanent judge of the Family Court, Thoubal, which operates only on Tuesdays and Thursdays after 2 pm, under the temporary arrangement of the District and Sessions Judge, Thoubal.
Arunkumar urged the judiciary to resolve this issue by assigning a permanent judge.
He further noted that the state government's incentive of Rs 1 lakh for successful candidates of Civil Services, Indian Forest Services, IMA and NDA exams, though commendable, is often delayed and insufficient in today's context.
The Bar Association proposed raising the amount to Rs 3 lakh to better support deserving candidates.
Additionally, he also pointed out a mismatch in the DIPR-printed government calendar, which does not reflect reduction of working days.
He also raised concern over the unavailability and inflated cost of non-judicial stamps of Rs 10, Rs 20, and Rs 50 denominations at the Sub-Registrar's office in Thoubal, urging authorities to ensure availability of the same, in the interest of students applying for scholarships.
