Imphal, July 17 2025:
Manipur's political future continues to hang in the balance with Janata Dal (United) spokesperson Dr Nimaichand Luwang ruling out the possibility for forming a new popular government amid persisting crisis.
"There is no reason for formation of a new popular government until peace is restored in the state," he told media persons at the party's Palace Compound office, here, Thursday, hours after a party delegation handed over a memorandum to the Governor, highlighting grievances of the internally displaced persons and seeking the Governor's proactive role in resolving the ethnic crisis afflicting the state for over two years.

The Janata Dal (United) urged Ajay Kumar Bhalla to take urgent steps to resolve the ongoing Kuki-Meetei ethnic conflict through dialogue and stakeholder engagement.
The memorandum highlighted the deep socio-economic distress caused by the prolonged crisis, among other pressing issues, said JD (U) Manipur president Ksh Biren Singh.
"The socio-economic condition of people from all communities has been severely affected, and displaced persons are suffering psychological trauma and loss of self-respect," he stated, emphasising that the delay in addressing the conflict has only intensified the suffering and hardship for many in the state.
The party appealed to the Governor to facilitate the safe return of internally displaced persons (IDPs) from both the Kuki and Meetei communities to their original homes.
They stressed the need for resolving the "protracted conflict" at the earliest through constructive negotiations with all concerned stakeholders.
Meanwhile, Dr Nimaichand said that with the conflict raging for more than two years and imposition of the President's Rule in February this year, the party urged for restoring peace in the state.
"It is the wish of all to preserve the integrity of Manipur and also see restoration of peace in the state," he added.
Stating that it was untimely to mention the formation of government in the state, especially amid the prevailing unrest situation, Dr Nimaichand further said that it is not the right time for BJP MLAs or political parties to do politics on the matter, when the first and foremost priority for all political parties should be to restore peace in the state.
He noted that in some constituencies, whether it is the MLAs or their opponents or people with political aspirations, everyone is being overt or covert in campaigning for votes.
"Only when peace is restored in Manipur, can a new popular government be formed," he reiterated, opining that unless peace is restored in Manipur, there is no reason to form a popular government.
Terming the statements made by BJP MLAs as politics, the JD (U) spokesperson said that the politics should be done at the time of elections and not in present time.
The priority should be on how to resolve the misunderstandings and hurt between the two communities, he emphasised.
Joining the press meet, Ksh Biren Singh said a memorandum was submitted to the Governor earlier in the day, urging steps to resolve the conflict in the state and bring about a political solution, resettlement of IDPs and holding the polls for IMC and Panchayat bodies.
In response, the Governor assured to extend cooperation to the party.
He continued that the Union minister for Panchayat is from JD (U) and as such, expressed belief that the Governor would see to the conduct of the elections soon.
If the matter is delayed, then the party would take the memorandum to Delhi and urged for holding the elections as soon as possible.
JD (U) Manipur State led by its president Kshetrimayum Biren Singh met Governor Ajay Kumar Bhalla and submitted the memorandum, urging the latter for restoring peace in Manipur, and resettlement of the Internally Displaced Persons.
The team included vice presidents Oinam Nabakishwor and Maisnam Doren, and general secretaries M Surjit and Ch Nabachandra.
