MPCC demands removal of all political posts

Manipur Pradesh Congress Committee (MPCC) has urged Governor Ajay Kumar Bhalla to remove all political appointees, including the Advocate General of the Manipur High Court, following the imposition of President's Rule in the state on February 13.Speaking to the media at Congress Bhawan, here, on Tuesday, MPCC Legal Department vice chairman Rabi Khan stated that after the resignation of chief minister N Biren Singh on February 9 and subsequent imposition of Presidents Rule on February 13, all ministers have effectively ceased to hold political office consequently rendering the political posts obsolete.

Rabi Khan further argued that, under Article 165 of the Indian Constitution, the Advocate General serves at the pleasure of the Governor and should step down following the chief minister's exit.
With no popular government in place, he asserted that there is no justification for retaining the positions of Advocate General, Assistant Advocate General and Deputy Advocate General in the Manipur High Court.
These positions, he stressed, must be abolished immediately.
He also raised concerns about certain appointments, including the chairman of the Manipur State Minorities Commission, which he claimed violated Section 3(2) of the Manipur State Minorities Commission Act, 2010.A memorandum addressing these concerns has been submitted to the Governor, calling for the resignation of all political appointees.
The memorandum also cautioned that if these posts are not relinquished, it could lead to the misuse of authority.
A copy of the memorandum has also been sent to the Chief Secretary , he said.
Rabi Khan further pointed out that the public still believe that MLAs and election candidates continue to hold positions in government institutions like the PDA, the Loktak Development Authority, and the Manipur Population Control Board.
He urged the Governor to issue a clear order to dispel these misconceptions.
The MPCC legal department vice chairman also issued a warning: if the political posts are not removed or if the individuals holding them do not resign voluntarily, the MPCC will approach the High Court for appropriate action.
