Imphal, November 26 2024:
Chief minister N Biren Singh has stressed the need to root out anti-social elements in order to build a strong India and a strong Manipur as the state celebrated Constitution Day at Durbar Hall of CM's Secretariat, here, on Tuesday.
Addressing participants of the commemorative programme organised by Law & Legislative Affairs Department, CM Biren clarified that the government is not against democratic forms of agitations, but inciting and indulging in violent activities during protest shall not be tolerated especially if anti-social elements target public and private properties.
He then pointed out the need to weed out such anti-social elements from the society in order to build a strong and united Manipur.
Biren said that Indians worship BR Ambedkar, the chairman of the drafting committee of the Indian Constitution, for his far-sightedness.
"As we reflect on this historic day, let us reaffirm our commitment to upholding the values enshrined in the Constitution.
May we work collectively to strengthen the democratic fabric of our nation and contribute towards building a peaceful, inclusive, and progressive Bharat," he said, and appealed all to unite against anti-socials and anti-nationals to build a strong India and a strong Manipur.
Regarding the release of the diglot edition of the three major criminal Acts in Meetei Mayek, he elaborated that Diglot Edition of the Three New Criminal Major Acts in Manipuri language is a proud moment for all, as it reflects collective commitment to making justice accessible to all.
He said that the present generation cannot read Bengali script, which was earlier used in Manipur, and thanked all those who endeavoured to produce the bilingual edition in Manipuri and English script.
The CM said that Constitution Day came to be celebrated with the coming of Prime Minister Narendra Modi.
"The Prime Minister stressed during the meeting of the chief ministers that this observance (of the Constitution Day) should be taken to the grassroots level to make the people aware of the Constitution," Biren said.
Only when the provisions of the Constitution are followed to the letter, a strong and united India can be achieved, he said, recounting that the Constitution of India was framed on November 26, 1949 and officially made effective in 1951.While maintaining that the values, principles, and rights enshrined in the Constitution should be inculcated by the people of the Nation, he highlighted the need for the Executive, Legislature and Judiciary to work collectively towards bringing development in the state.
CM Biren also said that mass awareness campaigns on the Indian Constitution are essential towards building a strong and united Nation.
The chief minister further informed that the state government has taken up various initiatives like "War on Drugs" to control the drug menace and check illegal immigration in the state.
Border fencing along the border has also been initiated, he added.
In his address, Law & Legislative Affairs minister Thounaojam Basantakumar Singh stated that the Constitution is not just a legal document but a testament of collective aspirations for justice, liberty, equality, and fraternity.
He mentioned that it guarantees fundamental rights to all citizens including the right to equality, freedom, and protection against exploitation.
It also outlines the duties of citizens to promote the spirit of patriotism and uphold the unity of India, he added.
The function was attended by advocate general Lenin Singh Hijam, MP Leishemba Sanajaoba, special chief secretary MH Khan, administrative secretaries, and Legal fraternity among others.
