Complaint filed against transport Dept officer

Proprietor of Avian House has filed a complaint to the SP Imphal West against an officer of the transport department for misusing his power while appealing for taking up legal actions against the officer.
In the complaint letter, the proprietor accused some officials of the transport department of harassing workers of M/s Avian House, Khonghampat Awang Leikai, and extracting fines without issuing any receipt or challan.
He also claimed that a particular officer, named, Y Pritam, is misusing his power with a seemingly personal motive.
The complainant further claimed that the officer sent his sub-ordinate staff to his farm with the demand for giving local breed chicken free of cost several times in the past few months.
He (accused) also demanded a fully grown pig, which would cost around Rs 40,000 in the name of Yaoshang festival.
When refused, sub-ordinate staff of the office threatened with dire consequences, the proprietor maintained.
Subsequent to this incident, Pritam has been detaining workers and drivers of Avian House for several hours without giving any reason, which even resulted in death of several broilers.
On March 27, the officer detained one of his workers for several hours without any reason and took Rs 6000 from him.
He (complainant) tried to meet the personnel concerned of transport department to sort out the matter but he never got the chance.
In a desperate measure, he broadcast a live video on Facebook in which he went to the Chingmeirong police outpost and talked with the officials.
However, they snatched his mobile phone and forced him to delete the video, the complainant said and further claimed that the insurance policy of the Maruti Gypsy used by the officer, Pritam, bearing registration number MNO1AG-2323 had expired on March 12, 2022 and yet, he is collecting fines from the public for driving vehicles without valid insurance.
After the incident at Chingmeirong police outpost, a team of Sekmai PS came to his house on March 30 around 4.30 pm and enquired of his whereabouts.
He was not at home at that time.
Later, when he returned home, the police team came again around 6.30 pm and tried to arrest him without giving any reason, the complainant said while urging the SP to instruct the officers in Sekmai PS to follow rules under CrPC Section 41 and the Supreme Court ruling in the 2014 case between Arnesh Kumar vs State of Bihar and Others.
In his complaint, the proprietor of Avian House expressed fear of danger on his life and wellbeing due to the excessive activities of transport department's officer Pritam.
Besides, frequent visit of police at his house has created a fear psychosis and a sense of insecurity among his family members, especially the elderly ones, women and children, the complainant said, while urging for taking up appropriate legal actions at the earliest.
