Govt committed to strengthening justice delivery system: CM

Imphal, March 31 2022: Chief Minister N Biren Singh on Thursday inaugurated an e-Sewa Kendra at High Court of Manipur, Mantripukhri and stated that it represents a significant step towards ensuring justice to all.

The Chief Minister was attending the inaugural function of the 9th Anniversary of High Court of Manipur's establishment at the auditorium of the High Court.

Speaking as chief guest of the function, Biren expressed that the facilities provided under the e-Sewa Kendra would help the common man as a one stop centre for all his court related needs.

The CM also extended his congratulations on the 9th Anniversary of the High Court.

He said that since its establishment in 2013, the HC has achieved many milestones, strengthening the justice delivery system and democracy in the State.

Stating that the state government continues its efforts of strengthening the justice delivery system in the state by addressing the infrastructure, logistic and human resource requirements despite financial constraints; he informed that the payment of salary as per 7th Pay Commission recommendations for employees of the High Court was approved by the state government.

The government also released Rs 3.34 crore to the High Court of Manipur for purchase of 29 office vehicles for judicial officers, approved re-employment of retired MJS Grade-I officers andchang-ing of DDO of CSS fund has been issued for the Joint Registrar (Judicial), High Court of Manipur, Biren conveyed.

Recalling that the union Home minister had laid the foundation stone for District Court Complexes of Kakching, Noney and Senapati in January; the CM informed that the construction work has commenced, while assuring of extending necessary funds for completion of the projects in time.

In addition, Rs 10.16 crore has been deposited to PWD, Manipur for construction of Manipur Judicial Academy.

The Law Department and Deputy Commissioner, Imphal East have also initiated steps for amicable settlement of any land issue, he said.

The CM also highlighted other efforts of the government to strengthen the justice delivery system in the state and said Rs 2.22 crore was sanctioned for construction of annexe building in Thoubal district and another Rs 2.72 crore for District Court building in Tamenglong district.

He also said the state government is targeting to open District Sessions Court in Tamenglong and shift the court of CJM from Imphal to Tamenglong within the second week of April.

Biren also said that there are discussions about establishment of National Law University, which could be considered in the same complex as the Manipur Judicial Academy by acquiring additional land required.

Seeking the support and cooperation of the Judiciary to projects sponsored or undertaken by the state government, the CM stated that stay orders, once passed, could take a long time to get vacated, thereby resulting in delay and lapse of funds at times.

However, with the support of the Judiciary, the pace for developmental projects can be accelerated in the state which was disrupted by the COVID-19 pandemic, he said.

Biren then said that the Constitution provides a system of check and balance between the Executive, Judiciary and Legislature, in working to achieve the larger objective of nation building.

Many positive things can happen with vision and understanding.

In this regard, he remarked that he looks forward to a positive and healthy relation between the Executive and the Judiciary.

Meanwhile, the present government is giving special focus on the three issues of eradicating corruption, war on drugs and to bring all insurgent groups to the negotiating table, he stated and sought support from all concerned.

As part of the inaugural function, High Court of Manipur Chief Justice Sanjay Kumar released the e-Newsletter 2021.The inaugural function was also attended by High Court of Manipur justices Lanusungkum Jamir, MV Muralidaran, A Bimol Singh, Advocate General N Kumarjit Singh, High Court Bar Association of Manipur president N Ibotombi Singh, All Manipur Bar Association president M Nilachandra Singh, Bar Council of Manipur chairman N Jotendro Singh, senior advocates, and judges of district courts among others.

Later, artistes of Jawaharlal Nehru Manipur Dance Academy performed a cultural programme.

It may be mentioned here that e-Sewa Kendra is a service centre developed on the basis of e-court project to facilitate litigants in inquiring about case status, judgments and orders.

The Kendra would not only help the public in getting justice but also aid in availing free legal services through the state and district legal services authorities.

15 more centres will soon be set up in the district courts across the state.
