A team of Manipur Human Rights Commission led by MHRC Member visited relief camps of flood affected people in Imphal East district and submitted a recommendation letter to the Chief Secretary on June 9 in the interest of upholding the fundamental rights of the affected persons.
According to the letter signed by Md Ziaur Rahman, Under Secretary-cum-Assistant Registrar, MHRC, on June 5 (World Environment Day) the team inspected several relief camps in Imphal East, such as ISBT, Luwangsangbam Cricket Ground and Keirang areas where flood-affected people are temporarily sheltered.
The team reviewed the situation, heard grievances, and were briefed by the Sub-Deputy Collectors, Imphal East regarding the overall arrangement made by the District Administration on the relief materials being distributed.
The team also visited several flood-affected areas such as Wangkhei, Kshetrigao, Heingang, Khurai, JN Institute of Medical Sciences, Ayangpalli Road, Porompat and Yonglang Leirak.
Taking stock of the issues brought before the MHRC during the visit, it has made the following recommendations/advisory to the Chief Secretary: i) to revamp the District Disaster Response team in coordination with various line Department/stakeholders before monsoon ii) to set up district wise dedicated helpline numbers iii) initiation of an immediate health and sanitation drive to prevent the outbreak of disease including water testing, spraying of disinfectants and deployment of health workers, iv) to take up appropriate measures for identification and strengthening of vulnerable river banks so as to reduce/avoid flooding, v) to restore electricity and pumping infrastructures to the extent feasible, on an emergency basis, vi) public release of a daily flooding status report, including number of households affected and relief materials distributed etc if not done already.
The MHRC has also sought an Action Taken Report on the above matters.
