Imphal, October 13 2024:
While declaring that Litan/Litan Bazar is part and parcel of Sikibung/Sharkaphung village, the Government of the People's Republic of Nagalim (GPRN) said encroachment made by chief of Sareikhong Kuki Soyam Baite is nothing but illegal as the settlement had no knowledge or consent of the Sikibung/Sharkaphung village headman.
In an 'administrative order' issued on October 8 in pursuance of administrative order issued by Tangkhul Naga Long (TNL) on September 19, GPRN Wung Tangkhul Region central administrative officer W Sayai recounted that the encroachment issue led to litigation by the parties involved, which the competent civil court later adjudged that Litan/Litan Bazar is part and parcel of the traditional boundary of Sikibung/Sharkaphung village.
Aftermath of an agreement signed on September 7, 1973, for the sake of maintaining cordial relationship, peace and tranquillity, an amicable settlement was reached with the specific condition that chief of Sareikhong Kuki shall pay a sum of Rs 20,000 to Sikibung/Sharkaphung village headman within July 31, 1974 .
However, in a deliberate breach of the agreed terms, the chief of Sareikhong Kuki failed to pay the remaining sum of Rs 10,000.Consequently, the said settlement agreement automatically was cancelled and rescinded as per the tradition, usage and custom of the Tangkhul Nagas, it claimed.
GPRN continued that contrary to traditional folklore and history of village settlement as passed down from the days of the forefathers, it has been reported that Sareikhong chief Hemkhothang Baite has been making false claim on Litan/Litan Bazar.
While asserting that Litan/ Litan Bazar has been an ancestral land of Sikibung/Sharkaphung village since the days of the forefathers, the GPRN directed Sareikhong chief Hemkhothang Baite to settle in peace respecting the age-old tradition, usage and custom of the Tangkhul Nagas under the Patta and Touzi of Sikibung/Sharkaphung village.
Any violation of the said directive shall result in immediate eviction as per the customary law and practice of the Nagas, mentioned the administrative order.
