In connection with the fraudulent withdrawal of GPF belonging to Haoreibi College lecturers and double encashment for civil works executed in the college amounting to Rs 33 lakhs by its former Principal in-charge, the high powered committee headed by the Chief Secretary as Chairman has served show cause notice on the former Principal seeking detailed statements within 15 days.
According to an official source, following withdrawal of GPF from the account of 11 lecturers without their knowledge, the State Government entrusted the Police and the Vigilance Commission to investigate the matter.
Moreover, the high powered committee constituted under the Manipur Public Servant Personal Liability Act also took up a case in this connection.
It is reported that former Principal of Haoreibi College Md Majher Ali withdrew GPF belonging to eleven lecturers of the College without any knowledge of the lecturers using forged documents.
In this connection, the high powered committee held a meeting yesterday and directed the Joint Secretary of the Pay Implementation Cell (PEC) to issue a notice seeking a statement from the former Principal on the matter within 15 days.
In case former Principal Majher Ali fails to furnish a statement within 15 days, salaries, pension and GPF entitled to the former Principal will be forfeited.
If the amount forfeited from the former Principal falls short of the amount he swindled, his properties will be attached and auctioned, informed the source.
But the accused former Principal is currently outside Manipur, probably hiding in Kanpur or Lucknow.
Meanwhile, police have established that the signatures used in the forged documents are of Md Majher Ali himself.
Md Majher Ali currently absconding is not only the Principal of Haoreibi College but is also a DDO.
Arrest warrant has already been issued against him, disclosed the official source.
Informing that the Government has initiated process to declare Md Majher Ali a proclaimed offender, the source confided that the police will be asked to freeze all bank accounts presently in the name of the Principal.
In connection with the fraudulent withdrawal of the GPF, police have framed a chargesheet against the Principal after registering a case in Lilong police, informed a high ranking police official.
The high power committee headed by the Chief Secretary is also investigating into withdrawal of Rs 29 crores against a fictitious work not included in the Khuga Multi-Purpose Project, misappropriation of Rs 22 crores in Power Department and misuse of Rs 1.45 crores in Veterinary Department.
Meanwhile, Commissioner (Finance) has asked the concerned DDOs to keep the GPF accounts of the victimised lecturers which have gone negative after their GPF have been fraudulently withdrawn at nil by deducting the required amount from the salaries of the relevant officers.
