Imphal, September 22: The Officer in Charge of Irilbung police station is unlikely to reciprocate positively to the summons served to appear before the ongoing Army court of Inquiry tomorrow as the official filed an application before the Chief Judicial magistrate, Imphal stating that he would not be able to appear before the same.

The Army court of Inquiry had urged the CJM to direct the OC to depose before it along with the DNA profile of the semen stain found on the undergarments of the deceased Thangjam Manorama Devi.

According to sources, the OC contended in his fresh application that he had already appeared in person before the Army court.

On demand for production of DNA profile and other related documents, the police officer claimed the State authorities have not granted permission to produce such documents before the Army court.

Having received the OC�s application, the CJM today conveyed the matter to the Army panel investigating into the allegations of involvement of 17 Assam Rifles personnel in the rape and subsequent custodial death of the 32 year old Manorama.

On the other hand the CJM, while acting on an earlier application filed by the same police officer had asked the Assam Rifles personnel involved in arresting Manorama to appear before the Court either in person or through a pleader on September 28.The OC, who is also the investigating officer in one of the two FIRs registered against the killing of Manorama had requested the CJM to allow him take blood samples of the accused AR personnel in the case.

It is pertinent to mention that blood samples of 32 AR men, including two officers, have been sent to Central Forensic Science Laboratory, Kolkata for DNA testing.
