Another case of disappearance ? HC not amused

Imphal, March 17 2011: The Gauhati High Court has expressed dissatisfaction with the investigation report prepared on the disappearance of an Imphal youth after being picked up by suspected army personnel about a month back.

Longjam Suresh (32) of Top Siphai Mayai Leikai village in Imphal West and another local youth Ch Manglem were rounded up on the night of February 18 from their respective houses by suspected army men who came in two jeeps.

Manglem, a volley ball referee, was released on February 20 but the whereabouts of Suresh is yet to be ascertained.

Suresh is a small scale dairy farmer and he has nothing to do with any unlawful organizations, said his father, Longjam Mangi in his petition filed before the Court.

Following an earlier order passed by a division bench of the court at Imphal, officer-in-charge of Wangoi police station Inspector Amumacha appeared before the Court on March 11 along with the progress report of investigation of the case FIR No 19 (2) 2011 Wangoi PS under section 365/34 IPC , said advocate K Rabei appearing on behalf of the petitioner.

Headed by Justices T NK Singh and Mutum BK Singh, the court said "we have perused the said report which is far from satisfactory" .

Incidentally none appears on behalf of five respondents of the case including secretaries of ministries of defence and home affairs, GOC 57 Mountain Division, inspector general of Assam Rifles (South) and commandant of 12 Maratha light infantry.

Hence the Court directed its registry to intimate "the displeasure" of the Court" to these respondents for the absence without any reason.

The court also asked the government advocates appearing for respondent No 6 and 7 (home commissioner and director general of police) to take information pertaining to further development of the case's investigation.

It listed the case on Friday on which the inquiry officer has to appear in person along with the progress report and case diary.

Rabei said the suspected troops in military uniform, without uttering any words, picked up Suresh while he was sleeping.

Suresh's parents' fervent request to disclose the reason behind his apprehension and to issue an arrest memo was turned down by the suspected soldiers.

Disgruntled Suresh's family members, besides lodging a complaint with Wangoi police station, had also intimated the matter to Governor Gurbachan Jagat and chief minister Okram Ibobi Singh on February 22 .
