FNCC reiterates stand against SoO camps

Imphal, September 12 2025:
The Foothills Naga Coordination Committee (FNCC) has voiced strong and unequivocal opposition to the proposed establishment of designated camps for Kuki militants under SoO agreement at Kharam Vaiphei, J Thomkholui (Kangchup PS), and Sijang (Saikul PS) in Kangpokpi sub-division.
These areas fall squarely within Naga ancestral territory: historically inhabited, traditionally governed, and culturally sustained by indigenous Naga communities for generations, the FNCC asserted in a press statement.
It said that any unilateral move to militarize these regions under the pretext of rehabilitation constitutes a direct challenge to the existence of Nagas.

There has been an alarming presence of Kuki militant outfits operating within Naga ancestral territories, viz; 1.Joujangtek -KNF/MC, 2.Kozim - KNF/ MC, 3.Kotlen - (KNF/P), 4 .
Kharam Vaiphei - (KNF/P & USRA), 5.Haraothel -(KNF/P), 6.Leilon Vaiphei - (KNF/P), 7.Khunkhu Kuki - (KRA), 8.Molhoi -(KNF/P), 9.Tingkai - (KNF/ MC) and 10.Sijang - (KNA) .
These militant groups, heavily armed and emboldened, have unleashed a reign of terror engaging in extortion, abduction, narco-terrorism, arms smuggling, and the routine harassment of Naga civilians, it said.
Reports indicate they are extorting Rs 40-45 lakh daily, totalling over Rs 13 crore monthly, transforming the Churachandpur-Kangpokpi corridor into a lawless terrorist den rather than a governed territory of the Indian Union.
It is deeply disturbing that these armed groups have been operating with impunity in areas controlled by the Indian Army and Central Armed Police Forces, including the 57 Mountain Division Hqrs, 22 Assam Rifles, 8 Gorkha Regiment, 158 CRPF BN, along with Kangchup PS, Keithelmanbi PS, Leimakhong PS, and Sapermeina PS, the FNCC said.
This seeming nonintervention or silence of security forces deployed in these areas raises questions of either institutional apathy or quiet complicity; both of which are condemnable in a democratic Nation that claims zero tolerance for terrorism.
Equally concerning is the manipulation of Internally Displaced Persons (IDPs) data.
While official records list over 15,862 IDPs in Kangpokpi areas, many so-called relief camps remain empty, used tactically only during Central or State official visits to siphon off Government aid, relief, and funds, then vacated to enable covert resettlement and demographic engineering in Kangpokpi, Motbung, Sapermeina, Keithelmanbi, Hengbung, IT Road, Kangchup and Saikul areas.
This cynical exploitation of humanitarian channels undermines legitimate governance and must be stopped immediately, the FNCC asserted.
It then urged the Ministry of Home Affairs (MHA) and the State Government to act on terror activities perpetrated by Kuki militants immediately.
This is not merely a local issue, it is an international reckoning, it said.
"We will not allow our lands to take a Sri Lanka, Bangladesh, or Nepal-like situation.
If the MHA and the State Government fail to rein in the law and order crisis, the FNCC will be compelled to defend itself with all available options", it added.
Highlighting all these points, the FNCC has also submitted a memorandum to Prime Minister Narendra Modi through BJP North East Coordinator Sambit Patra.
