Salaried dentist sits for BDS exam

Imphal, February 12, 2012: A potentially controversial issue has emerged with facts coming to light that a Dental doctor, who had already been selected by the MPSC as a State Health officer and serving had yet again appeared for the same examination.

The dentist who has been already employed with the State Government after clearing the MBBS/BDS exam conducted by MPSC in 2010 was again allowed to appear in the MBBS/BDS exam conducted in November last year.

A reliable source in the Manipur Public Service Commission (MPSC) disclosed that in accordance to an appeal by the Health Commission to requisition 208 MBBS doctors and 28 BDS doctors, a written test was conducted for recruitment of the same number of medical officers on November 26 last year.

However, one dentist who has been employed with the State and receiving salaries after clearing the MBBS/BDS written examination and viva voce conducted by MPSC in 2010 for recruitment of 401 medical officers was found to have appeared in the recruitment exam conducted last year.

The said dentist has been already posted at Kangpokpi Community Health Centre.

The exams conducted in 2010 and 2011 were for recruitment of similar posts and ranks.

All the selected MBBS doctors and BDS doctors were given the same rank.

If the employed dentist wished to appear in recruitment test for posts with similar pay structure such as those conducted by the UPSC, he/she should obtain No Objection Certificate from the Health Directorate.

Generally, No Objection Certificates are not given if an already employed officer wishes to appear in another recruitment test of the same status conducted by the State Government.

As such, it remains a big question under what circumstances the employed dentist was allowed to appear in the recruitment test for similar post and rank.

Meanwhile, the Health Directorate, has written to the MPSC to inquire about the fiasco.

Even as the dentist posted at Kangpokpi Community appeared the written test for the second time, the dentist did not turn up for the viva voce.

According to rules, certain actions may be initiated against the defaulting dentist.

The MPSC has however not initiated any process to penalise the dentist.
