New Delhi, March 11, 2010: The abduction and subsequent killing of one L Tomba of Top Siphai Mayai Leikai on July 23 last year after subjecting him to severe torture was carried out by 4/5 cadres of PREPAK.

This was stated by Chief Minister Okram Ibobi who is also in charge of Home Department in response to a call attention motion raised by MLA O Joy of the MPP.

Following a complaint filed by Tomba's wife at Wangoi police station, an FIR case was registered and investigation launched into the murder case.

In the course of investigation, it was discovered that the murder was committed by 4/5 cadres of PREPAK led by one Khaba, Ibobi said.

A case on family maintenance has been pending at family court between Ranbir, s/o late L Tomba and his wife Prabhabati d/o one Y Tomba of Top Upokpi.

In connection with the killing, Y Tomba was arres-ted but he went out on bail.

According to the disclosure made by Y Tomba, the PREPAK cadres led by Khaba frequented his house and sometimes they put up nights at his house.

Further questioning of Y Tomba, Prabhabati and Ranbir revealed that L Tom-ba died of severe beating by the PREPAK cadres.

Efforts are on to nab the accused UG cadres, the Chief Minister informed the House.

Raising the call attention motion, O Joy noted that the common people have been caught in a highly insecure situation following killings by organisations/groups and anti-social elements at their will with full impunity.

He asserted that it would be sheer irresponsibility not to check such rampant killings.

Joy also demanded to know the actions taken up by police in connection with the murder case of L Tomba.

Meanwhile, Forest and Environment and Revenue Minister Th Debendra has clarified that there is no question of the State Government giving away Lan- gol reserved forest land to Assam Rifles.

Responding to a call attention motion put up by MLA I Hemochandra, Debendra said that the Langol Hills covering an area of 21.27 sq Kms was declared a reserved forest land by a resolution adopted by the State Durbar in 1938. The Assam Rifles authority has been asking the State Government to give an area of 2.5 acres from the reserved forest land since 2005. Under the Forest Conservation Act 1980, neither the Revenue Department nor the Forest Department has any authority to give away reserved forest land without approval of the Ministry of Forest.

Moreover, the State Government has no intention to give away forest land, Debendra stated.
