Murder of four, including father-son duo at Bpr Prime suspect to now appear before NIA

The National Investigation Agency (NIA) Imphal has secured a warrant for virtual production of Lunminsei Kipgen, a prime suspect in the killing of four civilians at Bishnupur in January this year.
Lunminsei Kipgen alias Langinmang alias Mang alias Levis, 35, son of Songin, hails from Mamong village, Henglep Block Churachandpur district, and is presently lodged in Central Jail Lokhra, Guwahati in a different case.
On January 18 afternoon amid heightened tension in Manipur, Kuki militants armed with sophisticated weapons opened fire on civilians near a water treatment plant at Ningthoukhong Kha Khunou in Bishnupur district.
The indiscriminate firing on civilians killed four persons namely Oinam Bamonjao and his son Oinam Manitomba, Thiyam Somendro and Ningthoujam Nabadeep, all from Ningthoukhong Kha-Khunou.
The application today was filed with the NIA Court Manipur under Section 267 CrPC for issuing a warrant to produce Lunminsei virtually before the Court in connection with the case.
During the hearing today, the Special Public Prosecutor submitted that the NIA Imphal re-registered and took over the case from Bishnupur police.
The Special PP NIA submitted that during the investigation of the case, the agency came across a video clip which allegedly showed Lunminsei was involved in the shooting incident that killed four persons in Bishnupur.
The NIA Guwahati, on the other hand, confirmed that Lunminsei had been arrested by the Assam police in a case involving different Sections of IPC and UA(P) Act.
Then an application for judicial interrogation of the accused was filed with the District and Session Judge Kamrup, Guwahati on May 17, and subsequently, Lunminsei was interrogated in the jail on May 20 and May 21 .
During the interrogation, Lunminsei allegedly revealed he was involved in the shooting that killed 4 persons in Bishnupur on January 18 afternoon.
The Special PP further submitted that the video in the custody of the NIA also has Lunminsei repeatedly piercing one of the four victims, namely Ningthoujam Nabadeep Meitei (39) with the bayonet of an AK series Rifle.
The Court, after hearing the submissions and on perusal of the application and materials on record, issued the warrant against Lunminsei.
