Efforts on to complete PMGSY I & II works by March: RD&PR

Imphal, December 20 2022: Informing that the minister of Rural Development and Panchayati Raj (RD&PR) is inspecting all Pradhan Mantri Gram Sadak Yojana (PMGSY) related works every Saturday; Rural Engineering Department (RED)/Manipur State Rural Roads Development Agency (MSRRDA) additional chief engineer Kh Rajen has stated that almost all roads under PMGSY-I will be completed by March next year.

Speaking to newspersons at RD&PR office, North AOC, here, on Tuesday, Kh Rajen informed that almost all works fall under PMGSY-I, while PMGSY-II & III concerns upgradation.

He then appealed to all concerned to wait for completion of existing PMGSY-I & II till March next year, adding that the minister concerned of the department is visiting all hill areas every Saturday to ascertain the areas in need.

Thus, efforts are being made to complete almost all the roads under PMGSY-I by March next year, he added.

Urging for concerted efforts in preventing the PMGSY scheme, which is being carried out in the state in a phased manner, from being regarded as a corruption hotspot; the additional chief engineer informed that the road development work from Sampui-Hangkou in Kamjong district, based on the 2001 census, had been taken up as a District Rural Road Plan.

It was taken up under PMGSY-1 to interconnect all villages, particularly in the hill districts where the roads are present but inaccessible and regarded as unconnected.

This particular road consists of the then L026 Sampui T022 Phungyar Block and stated to be 32 km long.

The villages to be benefitted by this plan include Sampui, Ningthi and Hangkou, the total population of which is over 250 people.

He continued: "As per the then census, the total population of Sampui village was 127.The villages were taken as one group and the Stage-1 taken in two phases under the sanction of PMGSY-I, with Stage-1 consisting of formation cutting, construction of protection walls and CDS work.

The first sanction was taken in Phase-VII 2010-11 for expansion of the 14km stretch of the road under Package no.MN 0926 Ningthi TO" as Stage-1 construction and was completed in August, 2010.Later, the 13km stretch of road from Ningthi-Hangkou was taken up as Package No 985" and the work order awarded to KS Ngarami.

At the time the order was awarded, the sanction had already been done in 2014-15 but tender was held 5 times, hence the delay.

After the order was awarded to Ngarami, the work was completed by December, 2020 .

"Subsequently, the sanction for the blacktopping of one of these two roads is being taken up as Package no.9152".With regard to Stage-2, the work is still named "Package no.9152" and sanction has been taken for 16 km stretch of the road for 'Sampui to TO, Sampui to Ningthi'.

The total sanctioned amount is Rs 765.19 lakh, of which Rs 422.06 lakh has been disbursed, while the remaining Rs 343.3 lakh is in savings.

The savings is for expenses relating to WBM 1 layer and protection works.

However, the work is still ongoing.

"Meanwhile, the work '985' which was awarded to Ngarami for Stage-1 has been completed and the funds cleared.

Blacktopping works are now being taken up in the area under Package 9199" as part of Stage-2 construction.

Of the 13km stretch of road, around 8 km has been blacktopped.

Once Hangkou village is reached, Phungyar Block can be accessed, allowing all to commute iff ease from Kamjong to Phungyar", Rajen conveyed.

The press meet was also attended by the chief engineer of RD&PR.
