CM petitioned to frame promotion rules

Democratic Students' Alliance of Manipur (DESAM) has submitted a memorandum to chief minister N Biren demanding framing of draft rules for promotion to posts up to director from eligible feeder posts in respect of Education (Schools), Education (University) and State Council of Educational Research and Training (SCERT), Manipur.
In the memorandum, the students' body pointed out that considering importance of the post anyone appointed/ elevated as the director should have clear understanding and knowledge about the working and functioning of education system right from the ground level as lack of experience and knowledge would definitely lead to regression of the education sector.
Stating that authorities of central academic institutions such as NCTE, UGC, NCERT, etc., frame policies and rules as and when necessary, it maintained that undergoing courses such as D.EL.ED, B.ED, M.ED, NET, JRF, MPhil, PhD, etc., were made essential qualifications for teachers in different levels to enhance their professionalism.
It further demanded that the post of Education (Schools) director and additional director (Hills/Valley) be drawn from feeder cadres of MES; all depart mental administrative posts up to director, Directorate of University and Higher Education be filled from the feeder posts; and SCERT, Manipur strictly follow draft recruitment rules while making appointment to higher posts of the department.
