Imphal, August 28 2010: The ministry of home affairs (MHA) has alerted all the states and union territories of the country of the highly sensitive issue of Ram Janam Bhoomi-Babri Masjid since a "sharp communal passion", among Hindus and Muslims may evoke violence in the aftermath of the judgment of the special full bench of the Allahabad High Court.

The judgment is expected to bedelivered in the second fortnight of September 2010 .

The missive issued by Union Home Secretary, Gopal Krishna Pillai stated that the hearing of the final argument of the Ram Janam Bhoomi-Babri Masjid issue has been completed and the special full bench of Allahabad High Court at Lucknow has reserved its judgment.

Manipur government received the missive on August 18, an official source said.

"The judgment is expected to be delivered in the second fortnight of September 2010," it stated and cautions the states and union territories that the delivery of the judgment in the suit over Ram Janam Bhoomi-Babri Masjid may evoke a communal flare up in the country.

"As it is likely to evoke sharp reactions, communal passions, among both Hindus and Muslims depending on the way the judgment goes", Centre wants state and union territory governments give "top most priority" in maintaining law and order situation in their respective states and union territories and also to maintain communal harmony among the people.

In anticipation of the judgment the Vishwa Hindu Parishad (VHP) supported by other affiliate bodies of the Sangh Pariwar has already announced a countrywide mobilization and mass awareness campaign called "Hanumat Shakti Jagran Abhiyan" from August 16 to December 17, 2010 .

On the other hand, some Muslims, including Shahi Iman of Janma Majsid, Delhi, have already adversely commented on the proposed programme of the VHP, the missive informs the state and union territories while reiterating to treat the matter as top priority.

In Manipur, following the receipt of the missive, state police intelligence has been instructed to investigate into the activities of Hindu and Muslim based religious bodies even though a serious impact out of the judgment is not expected.

However, they are keeping a special vigilance on the activities of the Popular Front of India, the Muslim based body which has its branch in the state, a high level official source said.

It may be mentioned that a wall of hatred between Hindus and the Muslims had already been created when riots broke out on the same issue following the demolition of the Babri Masjid in Ayodhya on 6 December 1992 by a mob of Hindu activists, sparking nationwide communal riots in which nearly 2,000 people were killed.

The mob claimed the site where the mosque stood used to be a temple marking the birthplace of a popular Hindu god.
