Association demands regularization for overlooked CMR staff in PHED

The All Manipur PHED Workers & Employees' Association has urged the State Government to regularise or confirm Casual Master Roll (CMR) workers in the Public Health Engineering Department who were overlooked during the 1999 process.
Addressing a press conference today at Manipur Press Club, association president S Samungou Singh said CMR workers who were in service as of January 11, 1999, and excluded from the confirmation list, should either be confirmed as workcharge staff or regularised as employees.
He said workers who served for 60 years but retired without regularisation are still entitled to benefits.
He noted that a 2016 High Court of Manipur order directing PHED to implement recommendations of a work study committee remains unaddressed by the Chief Engineer's office.
Samungou Singh added that the Government should follow recruitment rules, citing Articles 14, 16, and 21 of the Constitution, which protect workers' rights.
The association said the Government's failure to implement sections 4(1), (2), and (3) of the Cabinet Subcommittee decision of April 16, 1997, violates direct orders and infringes on the fundamental rights of CMR workers.
Citing a judgment from November 27, 2024, the association said the right to work-charge confirmation is a protected right.
The Association strongly urged the Government to honour the claims of all CMR workers who were in service on January 11, 1999, and grant them work-charge confirmation.
