FOCS lists 16 agendas for MP duo to air in Parliament

Federation of Civil Society (FOCS) along with like-minded organisations submitted a 16-point memorandum to Manipur Pradesh Congress Committee (MPCC) working president Kh Devbrata and vice president Hareshwar Goshwami on Wednesday for Manipur MPs Dr Angomcha Bimol Akoijam and Alfred K Arthur to highlight during the parliament session.
The 16-point agenda included detection and deportation of illegal immigrants by implementing NRC with 1951 as the base year; effective implementation of Indian Forest Act 1927, Reserved Forest Act under Forest Act 1971 in Manipur; stringent actions against those violating Narcotics and Psychotropic Substance Act, 1985; review/halt development programme in the state which may disrupt the territorial integrity of Manipur and without the knowledge and permission of the state government such as road, bridge and mini airport in Churachandpur; declare Manipur as a hill state with adequate protection and development of places declared as holy sites under Historical Monument Act 1951, Ancient Monument Act 1904 and Ancient Monument Act 1958.Moreover, it appealed to the state and central governments not to extend suspension of operation agreement signed with Kuki armed outfits; ensure deployment of Highway Protection Force along National Highways; appropriate actions by government of India on statements by Minister of External Affairs (GOI), and the Manipur Governor and the chief minister that the on-going violence is external aggression on India; derecognising illegal Kuki immigrants and any Kuki tribes from the list of scheduled tribe; and handing over responsibility for restoration of law and order to the state government.
Pointing out that dialogue between Meetei and Kuki-Zo is irrational as peace could be restored as and when the Kuki-Zo stop attacking Meeteis, it opined that talk with aggressor is politically incorrect.
It also appealed to government of India to stop using the Kuki-Zo mercenaries against the Meetei for their geo-political gain as such act is highly unconstitutional and further demanded to amend Article 3 of Indian Constitution by adding a clause for protection of the Indigenous people.
If government of India disregards the core idea behind the merger agreement then it will be considered as violation of the political relationship between Manipur and India on legal basis, it added.
