The Manipur PWD Employees and Workers Association has questioned if the benefits of the four historic labour codes implemented by the NDA Government, including the Industrial Relations Code, 2020, will reach the workers on-ground in Manipur.
In a press release, the Association pointed out that as per sub section (2) and (3) of section 2A in the Industrial Dispute Act 1947 (included in Industrial Relations Code 2020), if a Conciliation Officer fails to wrap the conciliation proceedings, workers can directly approach the Central Government Industrial Tribunal or Labour Court.
But in Manipur, trade unions have consistently demanded the establishment of an Industrial Tribunal and to set up a functional Labour Court but their demands remain unfulfilled to this day.
It added that the High Court of Manipur's failure to nominate a Presiding Officer for the Labour Court has left no hope for workers in the State of availing the benefits of the four labour codes.
Highlighting various labour related issues in the State, such as a Labour Department which seem to be on the decline, inability to draft rules for the Manipur Shops and Establishments Act or set up a Labour Court/ Industrial Tribunal etc, the Association has called upon the relevant officers to hand over the department to other competent individuals who can address the grievances of Manipur workers.
