Govt urged to fill vacancies

The Indigenous People's Forum Manipur, Manipur Naga Youth Organisation and Tribal Citizens Forum have submitted a memorandum to Governor Ajay Kumar Bhalla urging the Government to form a Departmental Promotion Committee (DPC) to fill 23 vacant posts of Assistant Engineer in the Department of Water Resources.
As per Recruitment Rules notified on March 10, 2025, these vacant posts are required to be filled by promotion from the feeder cadre.
Therefore, the Government should fill the vacant posts through a DPC prior to initiation of direct recruitment, said the joint memorandum.
Despite several representations submitted to relevant authorities, no action has been initiated to convene the DPC till date.
The continued delay has adversely affected eligible officers, who are being deprived of their legitimate opportunity for promotion within the prescribed timeline, read the memorandum.
It urged the Governor to issue appropriate directions to the Department of Water Resources, Government of Manipur, to convene a Departmental Promotion Committee to fill the vacant posts before initiating any process for direct recruitment to the said posts.
Prolonged stagnation may result in eligible officers attaining superannuation without promotion, causing irreparable loss in service and pension benefits, the memorandum said.
