Location of Factories Rules to come into effect soon

In a move to keep the environment safe and help people stay healthy, the State Government is all set to implement the Location of Factories Rules, 2013 very soon.
The Location of Factories Rules, 2013 is to be implemented under the Commerce and Industries Department of the State Government and all tfe factories established in the State would be expected to follow the Rules in letter and spirit.
It is said that factories which are likely to be affected by the said Rules, when implemented, include stone crushing unit, brick field unit, hot mix plant and Cement plant/grinding unit.
According to a reliable source, the State government has proposed to make the draft Rules under section 115 of the Location of Factories Rules, 2013 .
Notice has been served to all the concerned individuals who are likely to be affected by the proposed Rules, asking them to submit their objections or suggestions to the Principal Secretary, Commerce and Industries, Government within 45 days from the date of publication of the proposed Rules in the official Gazette.
According to the draft Rules, no Stone Crushing Factory shall be allowed to install their stone crushing machines and operate within a radius of 300 metres from National Highways and State Highways, 100 metres of link roads (IVR) and other district roads, 2km of the city limit of Municipal Council and 0.5 km of Nagar Panchayats, 300 metres from Residential area/Educational Institutions/historical and religious places/Zoological parks/Wild Life Sanctuaries/hospitals.
Furthermore, the equipments/ instrument to be installed should conform to the standards prescribed by Manipur Pollution Control Board.
Stone Crushing Units should be located spreading over minimum area of 0.5 acre to be owned by the Stone Crusher unit or by taking the land on lease.
The draft Rules also restrict installation of brick kiln and its operation within a radius of 100 metres from on the National Highways and the State Highways, 2km of the city limit of Municipal Council and 0.5 km of Nagar Panchayats, 300 metres from Residential area/Educational Institutions/historical and religious places/Zoological parks/Wild Life Sanctuaries/hospitals and the equipments/instrument should also conform to the standards prescribed by Manipur Pollution Control Board.
The the Brick factory Unit should be located over a minimum area of 1.5 hectare which should be owned by the Brick factory Unit or by taking land on lease.
The same norms would also apply to Hot Mix Plants and Cement Plants but with an exception in case of Cement Plants.
Accordingly, the Cement Plants should be located over minimum area of 1.5 hectare which should be owned by the Cement factory Unit or by taking land on lease.
The source further revealed that existing units not conforming to the Rules shall be given 6 months time to relocate to a new site conforming to the Rules.
