Govt notifies transfer-posting policy

Imphal, June 10 2022: Chief Secretary Dr Rajesh Kumar issued an office memorandum on June 8, notifying the guidelines of transfer-posting policy for employees of all departments under the government of Manipur.

According to the memorandum, a government employee must stay at his/her place of posting for at least 1 year and 6 months and maximum of 3 years at a stretch.

No employee, who has not stayed at the place of posting for the minimum period specified above, should be transferred without valid reason.

The officer/official should have taken posting in the hill areas for at least a total of 9 years during his/her entire service.

The postings could be consecutive or done alternately.

The employee could be posted at the hill areas for more than 3 years based on his performance.

The Department of Personnel will be the deciding authority on whether the place of posting is 'Hill Area/Remote area'.

The memorandum also stated that to ease the processes for pension, the officials, who are left with 2 years to retirement, should be given posting at home districts.

To prevent any disturbances during the financial year, all posting-transfer should be notified after the end of financial year, i.e., April-May.

With regard to teachers, faculty members and lecturers of schools, colleges and other academic institutions, the transfer-posting should be notified at the end or before the beginning of the academic year.

The briefing of the priority/sensitive issues and transitions for the charge/post should be done before handing over the charge.

If non-cadre officers/officials are to be utilised for non cadre posts, the transfer-posting order should be issued by the controlling authority of the cadre posts.

The officer/official would then be considered on deputation to the cadre post departments.

Meanwhile, if both husband and wife are government employees, they should be given posting at the same place or district, subject to vacancy of posts and interest of the administration.

For the physically challenged employees, they should be given postings at their stations.

Sick government employees should be given the posting of their choice until they are declared medically unfit.

Ministerial cadres of secretariat, directorate and sub-ordinate offices should not be given postings at similar posts for more than 3 years.

However, the authority concerned could extend the posting period to 6 years in specific circumstances.

For officers/officials sanctioned for specific posts, they are to be utilised only for the said posts and cannot be transferred, except when it concerns public interest.

At that time, the transfer-posting should be done after obtaining approval of the state cabinet.

If an officer/official is to be given an appointment/posting for a higher-level post/in-charge for a non-cadre post, the process -should be continued in accordance with the instructions of the Department of Personnel, issued from time to time.
