DESAM suggests reforms in Teacher education

Imphal, June 04 2012: Democratic Students' Alliance of Manipur (DESAM) has suggested reform in Teacher Education from Primary Teachers' training to secondary teachers' training in the state.

Submitted a memorandum to the Education Minister in this regard today, DESAM pointed out that the existing curriculum, its mode of transaction, training strategy and evaluation scheme need to be rectified as per latest guidelines of National Council of Teacher Education (NCTE), National Council of Education Research and Training (NCERT) and University Grant Commission (UGC), etc.

With regard to B Ed courses, DESAM suggested adoption of latest syllabus and curriculum based on the guidelines of National Curriculum Framework for Teacher Education, 2009 and National Curriculum Framework 2005; framing of a common model for admission test to B.Ed.Colleges based on Cummulative marks from merit (class-XII, B.A./B.Sc.) and written test for proficiency in communication (English), basic foundation of the subject area and Teacher's aptitude; fixing a minimum and maximum amount of admission fees of Colleges depending on the facilities provided by the college.

(Upto a maximum of Rs, 13,000/-), framing a tentative academic programme for Teacher Education, i.e.i) Duration of contact hours for theories and practicals separately ii) Strict regulation for the assessment of Co-scholastic part namely-Games and Sports, Culture, literary, field visit; developing a Monitoring mechanism to check students absenteeism and prohibition of paying fines for absenteeism, establishment of practising/Demonstration schools for every B Ed Colleges.

Stressing on the need for reforms in Examination System, the student body contended that the marks obtained by trainees in University Exam should be given in numerical as it is and marks from internal examination should be given in grades.

This will check the partially and manhandling of marks in irrelevant areas from independent bodies.

It also demanded the introduction of semester system in B Ed, programme for a duration of 2 years as in NCERT model to ensure quality in teaching and learning system and the internship programme should be done in co-operation with school system for systematic management in practice teaching.

The advertisement and session for B Ed, should be fix only after graduation result is declared and for M.Ed the same process should be done only after B Ed, result is declared.

It will enable to save the lost of years by students to wait for admission to such courses, the student body observed.

Exam result of B Ed, and M Ed should be declared within 2 (two) months after the completion of Examination.

The no seats for B.Ed, is 230 (DMCTE) + 100 (Kanan Devi Memorial College of Education) + 100 (Trinity) + 150 (R.K.Sanatombi + 100 (Thokchom Ibotombi Institute of Teacher Education and Training, Bishnupur) + 100 (Institute of Rural Education) 780 only and 70 seats for M.Ed, it added.

Furthermore, DESAM suggested that in- service training should be separated from pre-service training programme and training model for in-service training may follow the model proposed by MHRD for a duration of 60 days contact prog.

It further stated that the system in SCERT, Manipur needs to be channalised property.

It has no improvement in the training programme and ceases to act in quality based research in Teach Education for the last some years.

The functionaries and their mandatory obligations to implement many works are not productive because of improper delegation of duties to the work force.

The normal Primary Teacher Training Programme open in DIETS has serious drawbacks in curriculum, transaction and evaluation.

The number of theory paper is also contradictory to national norms and annual examination for 25 marks in theory for a duration 1 academic year is very illogical, it added.

The examination body of such DIET centre should be checked whether it is valid nationwide.

The examination should be conducted under an independent statutory body establish under Manipur Education Act passed by Legislative Assembly in communication NCTE for better policy.

The amount of financial assistance for CTE (College) and DIETS under MHRD, NCTE and NCERTS should be produced in white paper for general information and utilisation process for the same should be produced by the receiving authority.

The opportunity of admission should be given to the bonafide state citizen only and check the enrolments of many ghost trainees from outside states.

The service position of Teachers of Teachers Training should be improved and only competent and scholarly teacher should be appointed.

Constitute a training unit of Teachers in Consultation with Teacher Training College, SSA, RMSA, SCERT and Education (S) Department for a unique model of training.

DESAM further suggested taking up immediate action to establish IASE (Institute for Advance Studies in Education) in the state and frame a prompt mechanism to increase the no.of Government B.Ed, college to suffice the needs of trained teachers under RTE 2009 .
