Govt suspends CMHT benefits in Pvt hospitals

In a significant decision that could affect large number of people, the state cabinet, chaired by chief minister N Biren, has resolved to suspend the cashless treatment facility under the Chief Ministergi Hakshelgi Tengbang (CMHT) scheme in private hospitals starting from September 30, 2024 .
The cabinet meeting on Friday also prioritised discussions on healthcare, judicial reforms, infrastructure, and education, said government spokesman and health minister Dr Sapam Ranjan while briefing the media at his official residence.
One of the major resolutions taken by the cabinet was the cancellation of the cashless treatment facility under the CMHT scheme in private hospitals starting from September 30.This suspension, for an undefined period, will not affect the continuation of the scheme's benefits in government hospitals, nor will it impact the Pradhan Mantri Jan Arogya Yojana (PMJAY) scheme.
Dr Ranjan said that the deci sion was a move to promote government hospitals and to allow for a comprehensive review of the empanelment of private hospitals under the scheme.
In judicial reforms, the cabinet approved an ordinance to amend the Manipur Lok Ayukta Act, 2014, raising the upper age limit of the chairman and members from 70 to 72 years.
Additionally, the cabinet approved creation of eight new posts of Manipur Judicial Academy, endorsed enhancement of daily wages for workers in the High Court in sync with the minimum wages for labourers recently approved by the cabinet, transfer of management rights of Manipur Milk Producers' Cooperative Union to the National Dairy Development Board (NDDB) for a three-year term starting October 2024 so as to rope in service of experts and professional leadership to boost dairy productivity and quality in the state.
In another decision, the cabinet resolved to operationalize.
Manipur Electricity Regulatory Commission (MnERC), in accordance with Section 82 of the Electricity Act, 2003.Until now, Manipur shared a joint regulatory commission with Mizoram.
Further, the cabinet approved schemes to sponsor coaching classes for promising students preparing for JEE and NEET entrance tests, similar to the existing scheme for civil services aspirants.
The government has partnered with Akash Educational Services for NEET and FIITJEE for JEE, with both schemes offering 30 seats each.
Government school students will have 60 per cent of the seats reserved, while the remaining 40 per cent will be earmarked for students from private schools.
Selection for these coaching programmes will be conducted through a test.
The cabinet also approved seeking the Governor's assent to introduce a bill to establish the Manipur Ayurveda Yoga and Naturopathy, Unani, Siddha, and Homeopathy (AYUSH) Council; recruitment of some posts for Prevention and Control of Zoonotic Diseases at JNIMS; approval for land allotment to SCERT director to establish District Institute of Education and Training (DIET) Centre in Imphal West, and to the health services director for establishing a sub-district hospital and Primary Health Centre (PHC) in Moreh town; grant one-time relaxation for promotion to the post of secretariat assistant from eligible employees of the Manipur Public Service Commission; frame the Manipur Teacher Educator Service Rules 2024 and the j extension of re-engagement for retired principal private secretaries/private secretaries of ministers in the General Administrative Department (GAD) for a period of one year; amendments to the Manipur Start-Up - Chief Minister's Entrepreneurship Support Scheme (CMESSS) guidelines to provide enhanced opportunities to displaced people, with verification of beneficiaries by the deputy commissioners (DCs); and amendments to the Chief Minister Farmers Livelihood Support Scheme to include provisions for training, capacity building, Information, Education, and Communication (IEC) activities, workshops, and market linkage, with 10 per cent of the scheme's fund reserved for these purposes.
