In what fulfilled a long-cherished dream for Halang village under Chingai subdivision, Transport minister Khashim Vashum on Tuesday inaugurated a newly-constructed all-weather circular road in the village, marking a historic moment as it is the first black-topped road the villagers have ever seen in their entire lives.
The Halang circular road was constructed under RIDF, PWD, Government of Manipur.

He mentioned that the original work order specified the road's distance as 3.25 km; however, in response to the needs of the locals, it has been extended to over 4 km, running from NH-102A to Halang village which includes access roads to the local church and the pastor's quarters.
He also lauded contractor Mingyao Ruivah for completing the road in record time while maintaining high quality, noting that Ruivah has performed admirably in the true spirit of Christianity.
Local headman Wungmaling Huileng expressed heartfelt gratitude towards minister Vashum, stating, "Our minister has delivered on his promise.
This road brings a new lease of life to our village, something we've yearned for over the years," he said adding that Khashim Vashum is indeed a man of action.
On the day, minister Khashim also inaugurated a newly-constructed community hall for the villagers of Halang Ato Tang, which can accommodate up to 500 people.
HADC Committee chairman Shamma Vasah thanked the minister, saying, "Today, we have our own community hall - a dream fulfilled, thanks to the support of our Minister".
Khashim Vashum, who is also the Veterinary and Animal Husbandry minister, inaugurated these facilities before inaugurating Lueta/Luita Phanit - the traditional Tangkhul seed-sowing festival - at Halang village where he hoisted the festival flag, accompanied by the stirring Tangkhul Anthem "Hi Pharasang Kahai Ngaleili" .
Upon his arrival, minister Vashum was warmly welcomed with a guard of honour, showcasing the community's traditional respect and admiration.
Speaking as chief guest at the inaugural ceremony of the festival, Khashim called for a renewed commitment to growth within the Tangkhul community, emphasising the importance of division of labour which allows each sector to work harmoniously.
He reminded attendees that both personal aspirations and contributions to society ultimately aim for the same goal-the betterment of life whether individually or collectively.
"We must allow Church leaders to focus on their spiritual duties, while politicians, social activities and other professionals manage their responsibilities.
This principle applies to all sectors, including bureaucrats and village authorities", he stated, assuring that he rem ains committed to well-being and progress of society.
He then verged community members to allow everyone to work independently, free from unnecessary external interference, noting that mixing roles could lead to confusion and conflict.
"Only when society collectively embraces this principle, then only can we truly progress and achieve collective growth," he added.
The minister also reminded of the challenges posed by social media, warning against its irresponsible use.
Tn this era of technology, many have taken on the role of self-styled journalists, often sharing unverified information that contributes to societal chaos," he lamented and cautioned the youth to refrain from unwarranted indulgence in social media, which he argued detracts them from their studies and the overarching goals of their education and life.
"Your studies and education are invaluable; do not waste them," he urged, encouraging youngsters to focus on personal and community development.
DC Zuringla Kengoo and SDO Denringam Kamei also exhorted the locals to realise the abundant blessings God has bestowed upon the villagers in the form of natural resources and rich cultural heritage to optimise the same.
The day also featured vibrant musical performances from a line-up of popular Tangkhul artistes including Thangmeiso Shinglai, Oshim Soho, Shimreingam and Nimshimphi Muivah, enriching the festivities.
The Lueta Phanit festival, held under the theme "God is the giver of every seed for sowing and reproduction as food for mankind," will continue until January 31 .
