Imphal, June 26 2026:
Human Rights Alert (HRA), Manipur International Youth Centre (MIYC), and People's Progressive Alliance Manipur (PPAM) jointly observed the International Day in Support of Victims of Torture today at the HRA Conference Hall, Kwakeithel.
Attended by torture survivors, rights activists, academicians, and journalists, the programme began with Music Therapy by young psychologist Nongthang Ngamba Thongam.
Survivors shared their experiences of physical and mental trauma and their long struggle for recovery and justice.
The gathering resolved to stand in solidarity with survivors to aid healing of individuals, families, and communities.
The meeting concluded with participants signing a memorandum to the Chief Minister, urging an action plan to implement the UN Charter of Rights of Victims and Survivors of Torture, 2026, and pressing the Government of India to ratify the UN Convention Against Torture (CAT).
Though India signed CAT in 1997 and accepted ratification recommendations in three UPR cycles, it remains unratified despite the Law Commission's 2017 recommendation.
Noting Manipur's population as among the most tortured in India, the memorandum will request the CM to recommend CAT ratification to the Centre.
